Abstract

Abstract

Establishing a harmonious family (keluarga sakinah) for underage couples presents significant challenges, particularly due to their psychological immaturity, financial instability, and social pressures. This study aims to analyze the effectiveness of the Family Planning Program (KB) in assisting underage couples in Banjarrejo Village, Lampung Timur, in achieving a harmonious family. Using a descriptive qualitative method and an empirical case study approach, data were collected through interviews and observations of underage couples and Family Planning program administrators. The findings indicate that while the KB program has been implemented effectively in the village, its efficacy in preventing pregnancy for some couples remains suboptimal, as some still experienced pregnancy despite using the program. From the perspective of Islamic Family Law, the KB program is not in conflict with religious moral principles but is rather viewed as a means of supporting the formation of a harmonious, loving, and compassionate family (sakinah, mawaddah, warahmah), especially for underage couples facing unique challenges in achieving family welfare.

Abstract

IntroductionIslamic family law normatively positions husbands as primarily responsible for household economic provision. Contemporary Muslim families, however, increasingly encounter economic conditions in which wives contribute income or assume greater breadwinning roles. This creates an important socio-legal question concerning how normative financial responsibility is maintained while household economic roles adapt to changing circumstances.ObjectivesThis study examines how Muslim husbands understand and practice family economic responsibility, how earning roles are negotiated under changing household conditions, and how these practices can be interpreted through maqasid al-shariah and living law.MethodThis study employed a qualitative socio-legal design combining empirical interviews with normative analysis of Islamic and Indonesian family law. Five married Muslim husbands in Hadimulyo Barat, Metro City, Lampung, Indonesia, were purposively selected. Interview data were analyzed inductively to identify recurring themes concerning breadwinning, household provision, economic cooperation, family welfare, and role negotiation, which were subsequently interpreted through maqasid al-shariah and living-law perspectives.ResultsThe findings show that participants consistently regarded husbands as primarily responsible for family economic provision, encompassing basic necessities, housing, children’s education, lawful income, family security, dignity, and longer-term asset formation. However, primary responsibility did not necessarily mean exclusive earning. Participants accepted wives’ financial contributions and conditional role substitution when husbands experienced illness, disability, unemployment, or other economic constraints. Local practices involving rumah tua and sesan further demonstrate that household resources may involve spouses and extended families.ImplicationsThe findings distinguish normative financial responsibility from the practical allocation of income-generating roles. Maqasid al-shariah frames provision as multidimensional family welfare, while living law explains its adaptation through economic capacity, cooperation, custom, and household circumstances. This interpretation can inform family financial planning, premarital education, counseling, and context-sensitive understandings of maintenance.Originality/NoveltyThis study develops negotiated economic responsibility as an integrative framework connecting qiwamah, nafaqah, maqasid al-shariah, living law, and household resource allocation. It demonstrates how normative continuity and socioeconomic adaptation can coexist within contemporary Muslim family economics.

Abstract

Purpose - Child marriage is a multidimensional issue because it relates to the protection of children’s rights, poverty, education, health, and the effectiveness of child protection governance at the local level. This study aims to analyse the role of the Sumber Agung Subdistrict administration in Bandar Lampung City in protecting children’s rights from the impacts of child marriage and to identify strategies to strengthen the administration’s role in preventing and addressing this issue. Methods - This study employed a socio-legal and interdisciplinary approach with a qualitative case study design. Data were collected through interviews, observations, and documentation of sub-district officials who handle child marriages and were then analysed using the theories of street-level bureaucracy, legal empowerment, and Maqāṣid al-sharī‘ah. Findings - The study results indicate that between 2022 and 2025, there were 15 cases of child marriage in Sumber Agung Village, with economic factors as the dominant cause, followed by education, culture, and social norms. The role of village officials remains dominated by administrative functions but is beginning to expand to include education, counseling, advocacy, and coordination. Limitations in authority, resources, and specific procedures prevent the optimal institutionalisation of officials’ discretion. Furthermore, the sub-district has the potential to serve as a bridge between the community and legal and protection services. Within the context of maqāṣid al-sharī‘ah, it provides substantive guidance through the protection of the life, reason, lineage, and property of the people. Research contribution/limitations - This study contributes to the development of a local government-based child protection governance system by transforming government officials from mere administrators into child protection actors who adopt preventive, advocacy-based and collaborative approaches.
