Digital transformation in village governance has become an important agenda for realizing fast, transparent, and efficient public services, one of which is through the use of the Open Village Information System (OpenSID). Although the national adoption rate of OpenSID is relatively high, its implementation in Mojowuku Village, Kedamean District, Gresik Regency still faces various obstacles so that its utilization remains suboptimal. This study aims to determine how system quality, information quality, and user perception support the utilization of the OpenSID website in the service process provided by the Mojowuku Village Government. This study employed a descriptive qualitative approach with a case study design. Data were collected through observation, semi-structured interviews, and documentation involving five informants consisting of the village website operator, the OpenSID developer, village officials, and community members, then analyzed using the Miles and Huberman interactive model and validated through source and technique triangulation. The results show that in terms of accessibility, the system quality of the website is relatively good, yet its utilization is still hindered by limited integration with administrative services. Information quality is considered low due to infrequent updates, incomplete service flow information, and a data layout that is difficult for elderly residents to navigate. These conditions shape user perceptions that regard the website as not yet providing tangible service benefits, leading the community to prefer visiting the village office directly. It is concluded that the utilization of OpenSID in Mojowuku Village is not yet optimal and still functions merely as a one-way information portal, so that system integration, improvement of information completeness, human resource capacity building, and digital literacy education for the community are required. ABSTRAK Transformasi digital pada sektor pemerintahan desa saat ini menjadi salah satu agenda penting untuk mewujudkan pelayanan publik yang cepat, transparan, dan efisien, salah satunya melalui pemanfaatan Open Sistem Informasi Desa (OpenSID). Meskipun tingkat adopsi OpenSID secara nasional tergolong tinggi, penerapannya di Desa Mojowuku, Kecamatan Kedamean, Kabupaten Gresik masih menghadapi berbagai kendala sehingga pemanfaatannya belum optimal. Penelitian ini bertujuan untuk mengetahui bagaimana kualitas sistem, kualitas informasi, dan persepsi pengguna dapat mendukung pemanfaatan website OpenSID dalam proses layanan yang disediakan Pemerintah Desa Mojowuku. Penelitian menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus. Data dikumpulkan melalui observasi, wawancara semi-terstruktur, dan dokumentasi terhadap lima informan yang terdiri atas operator website desa, pengembang OpenSID, perangkat desa, dan masyarakat, kemudian dianalisis dengan model interaktif Miles dan Huberman serta diperiksa keabsahannya melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa dari segi aksesibilitas, kualitas sistem website tergolong baik, tetapi pemanfaatannya masih terkendala minimnya integrasi dengan layanan administrasi. Kualitas informasi dinilai masih rendah karena frekuensi pembaruan yang jarang, kelengkapan alur pelayanan yang belum memadai, serta tata letak data yang menyulitkan kelompok masyarakat lanjut usia. Kondisi tersebut turut membentuk persepsi pengguna yang memandang website belum memberikan manfaat layanan secara nyata sehingga masyarakat lebih memilih datang langsung ke kantor desa. Dapat disimpulkan bahwa pemanfaatan OpenSID di Desa Mojowuku belum optimal dan masih berfungsi sebatas portal informasi satu arah, sehingga diperlukan integrasi sistem, perbaikan kelengkapan informasi, penguatan kapasitas sumber daya manusia, serta edukasi literasi digital masyarakat.
