Employee performance is one of the key factors determining an organization's success in achieving its objectives. Several factors are assumed to influence employee performance, including human resource quality and work motivation. This study aimed to analyze the effect of human resource quality and work motivation on employee performance at the Class I Type A Navigation District Office of Belawan. This research employed a quantitative approach using an associative research design. The population consisted of 151 employees, while the sample included 60 respondents selected through a stratified random sampling technique. Data were collected using questionnaires and analyzed through descriptive statistics and multiple linear regression with IBM SPSS Statistics version 26. The findings indicate that human resource quality has no significant effect on employee performance. Likewise, work motivation does not significantly affect employee performance. Simultaneously, human resource quality and work motivation also do not have a significant effect on employee performance. The coefficient of determination indicates that both independent variables explain only a small proportion of the variation in employee performance, suggesting that other factors play a more dominant role. Future studies are recommended to include additional variables such as leadership, organizational culture, work discipline, and work environment to develop a more comprehensive research model.
