Human resources are the primary driver of organizational performance, particularly in the rural banking sector, where competence and service quality directly affect customer trust. This study addresses a phenomenon at PT. Bank BPR Kencana Mandiri, where employee participation in professional training and banking certification has continuously declined from 2018 to 2023, raising concern over its potential impact on employee performance. This research aims to analyze employee characteristics and examine the effect of human resource development on employee performance at PT. Bank BPR Kencana Mandiri. A quantitative associative design was employed, involving all 34 employees of the company as respondents through a saturated sampling technique. Data were collected using a five point Likert scale questionnaire and analyzed through simple linear regression. The results show that human resource development has a positive and significant effect on employee performance, with the coefficient of determination indicating that most of the variation in employee performance can be explained by human resource development efforts. These findings imply that despite the declining participation in training programs, human resource development remains a critical determinant of employee performance, so the company needs to strengthen its training and certification planning to sustain long term performance and regulatory compliance.
