Abstract

Political parties play a crucial role in the political recruitment process as a means of training and selecting future leaders in a democratic system. However, political recruitment practices in Indonesia are still often characterized by elite dominance, a lack of transparency, and weak application of meritocratic principles. This study aims to analyze open recruitment from the perspective of Pancasila ethics as the foundation for the development of democratic political parties. The study employs a literature review method with a qualitative approach through the analysis of various scientific articles, books, and relevant documents. The results indicate that open recruitment can strengthen internal party democracy, expand political participation, and enhance transparency and accountability in the candidate selection process. From the perspective of Pancasila ethics, political recruitment must be conducted fairly, participatively, and with a focus on the public interest. Therefore, open recruitment serves as a crucial foundation for political parties grounded in Pancasila ethics, as it promotes meritocracy, reduces elite dominance, and fosters leadership with integrity
