<![CDATA[General Background Malnutrition and child nuptials present significant challenges to long-term human resource development, cognitive growth, and reproductive health in Indonesia. Specific Background Addressing these multidimensional public wellness concerns necessitates targeted interventions at the regional level, particularly focusing on vulnerable adolescent populations. Knowledge Gap Previous literature predominantly focuses on national non-governmental campaigns, leaving a void regarding the concrete operational involvement of local government bodies in integrating these initiatives. Aims This study investigates the strategic function of the Family Planning division within the local women's empowerment agency in executing integrated prevention initiatives for youth. Results Utilizing a qualitative descriptive methodology, findings indicate that the agency employs community-based education and cross-sector partnerships with health and education departments, actively engaging youth through dedicated forums and counseling centers despite budgetary constraints and cultural resistance. Novelty This research demonstrates that regional institutions transcend basic administrative duties to act as local innovators by deploying Social Behavior Change Communication and positioning adolescents as active subjects rather than passive beneficiaries. Implications Future policy development must prioritize interagency synergy, digitalizing youth counseling, and designing impact-based evaluation models to ensure the long-term sustainability of reproductive health and nutrition interventions.
