<![CDATA[HIV/AIDS management is a complex public health issue because it involves medical, social, psychological, stigma-related, discriminatory, healthcare access, and treatment sustainability aspects. This complexity requires the involvement and collaboration of various actors to ensure that HIV/AIDS management is implemented in an integrated manner. This study aims to describe the implementation of collaborative governance in managing HIV/AIDS cases in Tanjungpinang City and to identify the factors that support and hinder the effectiveness of collaboration among stakeholders. This study employed a descriptive design with a qualitative approach. Data were collected through observation, semi-structured interviews, and documentation involving eight informants representing government institutions, healthcare facilities, community-based organizations, and People Living with HIV (PLHIV). The data were analyzed through data collection, condensation, presentation, conclusion drawing, and verification, while data validity was strengthened through source and technique triangulation. The findings indicate that the collaborative process has been implemented through dialogue and coordination among stakeholders, trust-building through open communication and confidentiality protection, commitment to carrying out respective roles, and a shared understanding of prevention, healthcare services, treatment, and assistance. The collaboration has contributed to broader outreach among vulnerable groups, improved access to testing and healthcare services, and strengthened support for PLHIV. However, limitations in human resources, funding, logistics, follow-up mechanisms, stigma, and discrimination continue to hinder the optimization of collaboration. The study implies the need to strengthen follow-up mechanisms, joint monitoring, resource support, and the active involvement of community organizations and PLHIV in program planning and evaluation.]]>
