Abstract

Relationships that can strengthen fellow individuals or groups require a sense of togetherness that arises in the soul of each individual so that a moral bond is formed between each individual. Street vendors are traders who mostly sell by using the roadside area. With the number of traders in Taman Batu 10 as many as 30 people, including 22 men and 8 women, the street vendors also have different ethnicities, namely Javanese, Minangkabau, Sundanese and Malay. One manifestation of this form of street vendor solidarity is providing assistance to assist with buying and selling transactions if one of the traders is going to perform prayers or has a momentary need. In the Taman Batu 10 PKL community there is a structure, namely chairman, deputy chairman, treasurer and secretary. This research method was qualitative by interviewing 10 street vendors. The results of this research show that the solidarity that exists between street vendors in Taman Batu 10 is more dominant in organic solidarity than mechanical. Organic solidarity is a structured division of labor, where the street vendor community in Taman Batu 10 has a management structure which includes a chairman, deputy chairman, secretary and treasurer. In giving punishment or sanctions it is restitutive, namely providing sanctions in the form of returning the situation to its original state. If there is a problem within the Taman Batu 10 PKL community, it will be resolved through deliberation. The feeling of dependency is high as street vendors need other traders to help them lend small money.

Abstract

Kepulauan Riau merupakan salah satu provinsi di Indonesia yang memiliki potensi maritim yang besar. Oleh karena itu, pemerintah Indonesia telah mengimplementasikan berbagai kebijakan untuk meningkatkan pembangunan industri dan jasa maritim di wilayah ini. Namun, masih terdapat kendala-kendala yang mempengaruhi efektivitas kebijakan tersebut. Penelitian ini bertujuan untuk menganalisis faktor-faktor penghambat dan solusi untuk meningkatkan efektivitas kebijakan pembangunan industri dan jasa maritim di Kepulauan Riau. Metode yang digunakan adalah studi literatur dengan mengumpulkan dan menganalisis data dari berbagai sumber penelitian terdahulu dan dokumen kebijakan yang berkaitan dengan permasalahan ini. Hasil penelitian menunjukkan bahwa faktor-faktor penghambat utama meliputi kurangnya infrastruktur dan sumber daya manusia yang berkualitas, serta kurangnya koordinasi antara pemangku kepentingan. Solusi yang diusulkan meliputi pengembangan infrastruktur, pelatihan dan pengembangan sumber daya manusia, serta koordinasi yang lebih baik antara pemerintah, masyarakat, dan sektor swasta. Dengan mengimplementasikan solusi-solusi ini, diharapkan efektivitas kebijakan pembangunan industri dan jasa maritim di Kepulauan Riau dapat meningkat, sehingga potensi maritim yang dimiliki wilayah ini dapat dimanfaatkan secara optimal untuk meningkatkan pertumbuhan ekonomi dan kesejahteraan masyarakat.

Abstract

Abstract: Indonesia is eager to cooperate, in this case with the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM) and the International Committee of the Red Cross (ICRC), to achieve world peace and improve the welfare of the world's people. This research aims to examine the problems faced by the Indonesian government, especially in border areas. Concept of securitization which divided several focuses to a case study in the Riau Archipelago Province where there are approximately 500 refugees on Bintan Island and 1,000 in Batam City under the supervision of IOM and UNHCR. The refugee situation in the Riau Islands is a complex and serious problem. Our research reveals the perceptions of local communities as part of civil society who feel the impact and attitudes towards regulations that are still felt to be lame and ineffective in dealing with this problem. Academic contribution of this research is to solve the issue of border area in the perspective of non-traditional security. Abstrak: Indonesia berkeinginan untuk melakukan kerjasama, dalam hal ini dengan United Nations High Commissioner for Refugees (UNHCR), International Organization of Migration (IOM) dan International Committee of Red Cross (ICRC), untuk mencapai perdamaian dunia dan meningkatkan kesejahteraan dari masyarakat dunia. Penelitian ini bertujuan untuk mengkaji permasalahan yang dihadapi oleh pemerintah Indonesia khususnya di wilayah perbatasan. Konsep yang digunakan dalam penelitian ini adalah pendekatan sekuritisasi yang dipecah pada beberapa fokus pada studi kasus di Provinsi Kepulauan Riau yang kurang lebih ada 500 pengungsi di Pulau Bintan dan 1.000 di Kota Batam di bawah pengawasan IOM dan UNHCR. Situasi pengungsi di Kepulauan Riau terbuka sebagai masalah yang kompleks dan serius. Penelitian kami mengungkap persepsi masyarakat lokal sebagai bagian dari civil society merasakan dampak dan sikap terhadap regulasi yang masih dirasa timpang dan kurang efektif dalam menangani problematika ini. Kontribusi akademik yang diperlukan setelah penelitian ini adalah pemecahan masalah dalam sudut pandang keamanan non-tradisional di wilayah perbatasan.

Abstract

Program Pemberdayaan Ekonomi Masyarakat Pesisir merupakan proses pembelajaran yang cukup beragam tergantung potensi pesisir suatu wilayah. Pada Pemberdayaan masyarakat pesisir juga penting adanya keterlibatan yang kuat dari berbagai pihak, mulai dari akademisi, pemerintah, masyarakat itu sendiri dan stakeholders lainnya untuk memberikan peluang dan menjamin keberlanjutan berbagai hasil yang ingin dicapai. Pelaksanaan pemberdayaan ini juga dilakukan dengan konsep pembangunan ekonomi yang merangkul nilai-nilai masyarakat untuk membangun paradigma baru dalam pembangunan yang bersifat people-centered, participatory. Tujuan pengabdian kepada masyarakat ini adalah untuk meningkatkan pengetahuan, keterampilan dan tindakan masyarakat dalam meningkatkan ekonomi masyarakat dengan memanfaatkan potensi pesisir yang ada secara berkelanjutan sebagai sumber pendapatan alternatif. Menggunakan pendekatan partisipatif, penyuluhan secara perorangan dan kelompok, dengan Metode dalam kegiatan melakukan metode ceramah dan Focus Group Discussion (FGD) dengan masyarakat serta perangkat Desa Resun pesisir dengan melakukan penggalian potensi pesisir yang ada. Pemberdayaan Masyarakat Pesisir ini juga menekankan pada Community Based Fishing System Management, antara lain: 1. Memelihara fungsi lingkungan dengan memanfaatkan sumberdaya di dalamnya secara lestari (sustainability). 2. Meningkatkan pendapatan (income generating) anggota komunitas yang taat pada prinsip pemerataan dan keadilan sosial (equity and social justice). 3. Meningkatkan partisipasi politik masyarakat lokal yang dilandasi pada adanya keswadayaan ekonomi dan politik (self reliance).

Abstract

The E-Payment one-stop service program is an electronic tax payment designed by the regional revenue agency to make it easier for the public to make land and building tax payments. However, this program faces various challenges, including a lack of public understanding of the existence and mechanism of using the E-Payment program in utilizing devices such as smartphones to access the E-Payment website or application, as well as network constraints that often cause system disruptions. The purpose of this study is to analyze the effectiveness of the E-Payment one-stop service program in supporting the PBB collection in Karimun Regency. By using Sutrisno's theory (2010) with indicators of program understanding, target accuracy, timeliness, goal achievement, and real improvement. The research method used is a qualitative approach with data collection through in-depth interviews and documentation. The results of the study show that, first, the E-Payment program by regional revenue agencies shows significant progress in modernizing public services, by involving the community and focusing on ease of access.

Abstract

This study aims to determine the Influence of Facilities and Service Quality of Trans Batam Users on Satisfaction of Batam City Community. The population in this study were people who use Trans Batam public transportation using nonprobability sampling, namely accidental. The criteria used as samples in this study were users who had used Trans Batam public transportation, so that the number of samples was 100 respondents. This type of research is Quantitative. Validity and reliability tests were carried out on the questionnaire. Data were analyzed using multiple linear regression analysis, including t-test, F-test and coefficient of determination. This study was conducted using SPSS version 29. The results showed that partially the variables of Facilities and Service Quality had a significant effect on Satisfaction in Batam City. The results of the F Test obtained an Fcount value of 294,306 with Ftable 3.09 identifying that the variables of Facilities and Service Quality simultaneously had a significant effect on Satisfaction in the community. Based on the coefficient of determination test, around 85.6% of the satisfaction variables in the community were influenced by the variables of Facilities and Service Quality. The remaining 14.4% is influenced by other factors not explained in this study.

Abstract

Implementing disaster management is a series of efforts that include establishing development policies that are at risk of disasters, disaster prevention activities, emergency response and rehabilitation. Currently several areas in Tanjungpinang City have the potential for flooding, only the Tanjungpinang City District and Bukit Cermin sub-district are free from flooding. According to him, there are many causes of waterlogging, such as inadequate drainage, rubbish blocking ditches, and housing that does not have drainage channels, the water drainage system needs to be repaired. The flow of water in the drainage must be clear so that it does not overflow onto the roads and into residential areas. The aim of the research is to determine the efforts made by the local government in dealing with floods in Tanjungpinang City. Then in this research the researcher refers to Ndraha (Labolo, 2010:36). The method in this research is that the author uses a qualitative descriptive research type using interview and observation data collection techniques. Based on the research, it can be concluded that the Regional Government in Flood Management in Tanjungpinang City has played a role. The following research results show that the government's role as a regulator is by making rules or regulations in disaster management, which are stated in the Tanjungpinang City Regional Regulation (PERDA) Number 03 2016 concerning the Implementation of Disaster Management. The role of the dynamist is to provide intensive and effective guidance and direction to agencies and communities related to disaster management. The government's role is as a facilitator by carrying out prevention efforts and providing facilities due to the impact of flooding.

Abstract

Midai Health Center serves the community as well as public services in the health sector in general. However, there are several problems in public services at the Midai District Health Center, where the Midai District Health Center has never conducted a community satisfaction survey, there is a lack of competent human resources, slow service and a lack of supporting infrastructure. Therefore, this research aims to measure the level of community satisfaction at the Midai District Health Center, Natuna Regency. The method in this research uses a quantitative descriptive method using community satisfaction survey analysis with results in the form of numbers. The sampling technique used is Random Sampling. There are 9 indicators of community satisfaction surveys according to PERMENPAN No.14 of 2017, but in this study only 8 indicators were taken, namely requirements, service procedures, completion time, costs, type of service, implementer competency, implementer behavior, and infrastructure. The results of this research show that based on the calculation of the community satisfaction survey which refers to PERMENPAN No.14 of 2017, an index number was obtained for each service, namely general poly of 77.75, following dental poly of 80.75, then KIA and family planning poly of 79 .75 and finally the Inpatient Clinic, which is 78.50, is in the interval 76.61-88.30, so that overall the average value of public satisfaction with public services at the Midai District Health Center, Natuna Regency is 79.25 with the "B" category.

Abstract

A collaboration on the part of the village government, community groups, and third parties (partnerships) is needed to achieve village development through BUMDes, utilizing local potential and resources so as to create village economic value. Teluk Sasah Village has no natural resources that can be optimized often facing difficulties in economic development. In this situation, it is important to prioritize the development of human resource quality in the village and establish partnerships with various parties to create an innovative BUMDes. The cooperation of BUMDes with the Joint Business Group (KUBE) and Youth Organization in its business unit was able to make BUMDes Mitra Perdana in Teluk Sasah Village the best BUMDes in Bintan Regency. In addition, with good BUMDes achievements, it is able to open partnership opportunities with companies, namely PT Pertamina Patra Niaga Sales Area Retail Riau Islands in managing the pertashop business unit. This study aims to analyze the implementation of collaborative governance in the development of Village-Owned Enterprises (BUMDes) Mitra Perdana, Seri Kuala Lobam District, Bintan Regency Year 2024. Researchers used a descriptive qualitative research approach in this study. The research was conducted using Ansell & Gash's collaborative governance theory (2008), the results of this study indicate that Starting Conditions emphasize one of the historical factors of conflict or cooperation between actors, there is poor communication between the Village Government and BUMDes in internal cooperation. Facilitative Leadership has been optimized characterized by the role of the Village Government and Local Government through the Village Empowerment and Community Service of Bintan Regency. Institutional Design: there are rules, MOU, BUMDes bylaws on collaboration in BUMDes development. Collaborative Governance Process: face-to-face dialog, building trust, commitment to the process, mutual understanding have been implemented optimally. However, the temporary results in the collaboration process are not optimal because cooperation with community groups is still conditional so that it is less profitable for KUBE

Abstract

This study aims to describe and analyze the strategies implemented by the Environmental Agency (DLH) of Karimun Regency in managing waste and to evaluate the effectiveness of these implementations in the field. Employing a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document reviews. Findings reveal that DLH Karimun has developed and executed key strategies, including the formulation of the Regional Waste Management Master Plan (RIPSD), optimization of Temporary Waste Disposal Sites (TPS) with 3R principles, active collaboration with waste banks and community groups, and community-based education and socialization efforts. However, operational challenges persist, particularly in waste transportation fleet distribution, handling of the Sememal Final Disposal Site (TPA), and monitoring and evaluation mechanisms that remain suboptimal. Additional challenges include limited human resources and funding, low public awareness, and regulatory conflicts impacting strategic decision-making. Nevertheless, the strategies implemented have contributed to improvements in environmental cleanliness across several sub-districts and increased volumes of processed waste through recycling initiatives. Community involvement through schools, youth organizations, family welfare groups, mutual cooperation activities, and waste banks proved critical to success. The study recommends the adoption of digital-based waste management systems (smart waste management), capacity building for DLH personnel, community empowerment, and revision of local regulations to support sustainable waste management. This will enhance the effectiveness and sustainability of DLH Karimun’s waste management strategies moving forward. The findings provide valuable insights for policy formulation and practical implementation in similar regional contexts.
