This research aims to analyze how Human Capital Development (HCD) through education, training, training, and continuous learning builds human resource agility in the era of digital transformation in Makassar City. The research uses a qualitative approach with a case study design. Data was obtained through in-depth interviews, observations, and documentation on regional apparatus organizations related to human resource competency development and digital transformation. Data analysis is carried out interactively through data condensation, data presentation, and conclusion drawing and verification. The results of the study show that HCD builds human resource agility through a gradual and continuous process, where the education aspect plays a role as the foundation of knowledge, the training aspect can strengthen competencies according to job needs, and the training aspect can develop applicative and digital skills for employees within the Makassar City government, while from the aspect of continuous learning will be able to maintain the relevance of competencies to changes and from the process It is manifested in five agility capacities, namely learning agility, adaptability, digital adaptability, proactivity, and continuous improvement. These findings also show that HR agility is not a capacity that is formed separately, but rather is the result of a consistent and continuous human development process. This research also emphasizes the need to shift the orientation of HCD from simply improving competencies to the formation of human resources who are able to continue learning, adapting, utilizing technology, taking initiatives, and making continuous improvements to support the digital transformation of public organizations.]]>
