Abstract

Memberikan pelayanan publik di masa pandemi Covid-19 ini tentu harus mengacu pada Protokol Kesehatan yaitu 5M, yang harus diterapkan dengan baik dan maksimal untuk mencegah tersebarnya Covid-19 di Kelurahan Yenures, Kabupaten Biak Numfor, Untuk itu kegiatan ini sebagai Edukasi untuk Aparat Pemerintah dan masyarakat agar bisa lebih berhati-hati dan mematuhi protokol kesehatan yang ditetapkan. Metode yang digunakan pada kegiatan ini yaitu metode sosialisasi yang mana menyampaikan langsung hal-hal berkaitan dengan protokol kesehatan yang harus diterapkan dalam pelayanan publik sebagai bentuk dari pencegahan Covid-19 di Kelurahan Yenures, Kabupaten Biak Numfor.

Abstract

This research was conducted at the Marine and Fisheries Service of Biak Numfor Regency. This research uses qualitative research methods with a case study approach. The techniques used in collecting this research data through observation and interviews. To obtain truly valid data, the data is tested by triangulation. The results showed that the empowerment of indigenous Papuan fishing communities in the implementation of the Papua Special Autonomy Law carried out by the government through the Marine and Fisheries Service of Biak Numfor district, including; provision of training on catch processing skills, provision of home industry facilities and infrastructure, and formation of indigenous Papuan fishermen groups. conclusion is the government's efforts to encourage active participation of indigenous Papuan fishing communities in the process of developing the fisheries sector, so as to strengthen relations between the government and the community and increase public trust and support for development efforts in their own regions.

Abstract

This study examines how e-government initiatives interact with local realities in shaping public service transformation in disadvantaged regions, focusing on Biak Numfor Regency, Papua. It aims to rethink dominant assumptions of digital governance by analyzing how cultural, institutional, and infrastructural constraints affect implementation outcomes. Employing a qualitative case study approach, the research draws on in-depth interviews, field observations, and policy document analysis, particularly in licensing services. The findings reveal four interrelated challenges. First, cultural factors limit citizens’ adaptation to digital services, as many users remain unfamiliar with online applications and prefer face-to-face interactions. Second, limited human resource capacity—both in number and digital competence—constrains service responsiveness. Third, inadequate and costly infrastructure hampers the effective deployment of e-government systems. Fourth, uneven internet access creates significant disparities in service reach, particularly in remote island areas. These conditions demonstrate that digital transformation is not merely a technical process but deeply embedded in socio-cultural and territorial contexts. The study concludes that public service transformation in disadvantaged regions requires a shift from standardized digital reforms toward context-sensitive governance. It proposes a localized, hybrid approach that integrates cultural values, strengthens human resource capacity, and expands infrastructure through multi-sector collaboration. By foregrounding local realities, this research contributes to a more inclusive and grounded understanding of e-government implementation in the Global South.

Abstract

(HR) who are able to learn, adapt, and respond to change in a sustainable manner. This research aims to analyze how Human Capital Development (HCD) through education, training, training, and continuous learning builds human resource agility in the era of digital transformation in Makassar City. The research uses a qualitative approach with a case study design. Data was obtained through in-depth interviews, observations, and documentation on regional apparatus organizations related to human resource competency development and digital transformation. Data analysis is carried out interactively through data condensation, data presentation, and conclusion drawing and verification. The results of the study show that HCD builds human resource agility through a gradual and continuous process, where the education aspect plays a role as the foundation of knowledge, the training aspect can strengthen competencies according to job needs, and the training aspect can develop applicative and digital skills for employees within the Makassar City government, while from the aspect of continuous learning will be able to maintain the relevance of competencies to changes and from the process It is manifested in five agility capacities, namely learning agility, adaptability, digital adaptability, proactivity, and continuous improvement. These findings also show that HR agility is not a capacity that is formed separately, but rather is the result of a consistent and continuous human development process. This research also emphasizes the need to shift the orientation of HCD from simply improving competencies to the formation of human resources who are able to continue learning, adapting, utilizing technology, taking initiatives, and making continuous improvements to support the digital transformation of public organizations.
