Purpose: This research aims to analyze the role of the e-Catalog system in enhancing efficiency and transparency in the procurement of goods and services at the Tourism Office of Buleleng Regency, while also evaluating its advantages and implementation challenges. Research methods: A qualitative case study approach was employed. Data were collected through in-depth interviews with procurement officials, observations of the e-Catalog process, and reviews of relevant documents, including purchase orders, procurement reports, and LPSE/SPSE announcements. Data analysis was conducted using a descriptive qualitative method, employing triangulation based on the Miles and Huberman model. Results and discussion: The e-Catalog streamlines supplier selection, reduces procurement time by 30–40%, and lowers transaction costs. It enhances transparency through open access to price and specification data and provides digital documentation that facilitates auditing. However, several issues persist, including limited human resource capacity, IT infrastructure readiness, and occasional mismatches in item specifications. Implication: The e-Catalog is effective in improving local government procurement performance. Its implementation strengthens efficiency, accountability, and corruption prevention. The results support the need to expand digital procurement adoption and enhance human resource and technological capacity.
