This study aims to analyses the implementation of network governance in poverty alleviation policies and formulate institutional strategies that can strengthen the effectiveness of this approach. This research was conducted using qualitative methods involving key informants from the TKPKD Team in Bone Regency and Makassar City, which are two areas with high poverty rates in South Sulawesi. This study found that coordination and collaboration between actors has not been effective, with policy formulation still dominated by government actors. Therefore, the success of this approach is highly dependent on the extent to which the principles of network governance can be institutionalized in the institutional system. The practical implication of this study is the need for a more adaptive institutional strategy, based on cross-actor collaboration and oriented towards local needs, to improve the effectiveness of poverty alleviation in these two regions.
