Addressing the housing needs of low-income communities in the Kulon Progo Regency, the local government has developed three low-cost rented apartments (rusunawa), one of which is Rusunawa Triharjo. However, field observations have indicated that the occupancy rate in Rusunawa Triharjo is below 50%. Therefore, it is necessary to explore the factors contributing to the low preference for living in Rusunawa Triharjo. The study employed a quantitative descriptive method with a scoring analysis technique. Data was collected through field observations and questionnaires distributed to 45 families using a simple random sampling technique. The analysis revealed three main factors contributing to the low preference for living in Rusunawa Triharjo, namely the availability of public spaces, building quality, and the social activities available to residents. The local government should not only focus on providing affordable rusunawa in terms of location and rental price but also considering the quality and sustainable living for residents both economically and socially.
