Promises and Pitfalls: Unpacking the ‘Jabar Cekas’ Violence Prevention Effort

Abstract

Violence against women and children in West Java Province remains a serious social issue. To address this, the West Java Provincial Government launched the “Jabar Cekas” program as a preventive measure through community participation, socialization, and education. This study aims to analyze the implementation of the program in Bandung Regency using a qualitative method. The research was conducted in mid-2024. Data were collected through interviews, observations, and document analysis. The findings indicate that the program has successfully raised public awareness; however, it still faces several challenges. Human resource limitations, such as a shortage of field personnel, and non-human resource constraints, particularly limited funding, have led to a focus only on areas considered most urgent. In addition, coordination among institutions such as the West Java Provincial Government, the Bandung Regency Government, Hikari School, Pasirjambu Sub-District, Cukanggenteng Village, and community association (rukun warga) 11 remains suboptimal. The study recommends strengthening human resource capacity, allocating funding more evenly, and improving inter-agency coordination to enhance the long-term effectiveness of the program. Locality aspects such as social and economic conditions and culture are crucial in the effort to prevent violence, as implemented in Jabar Cekas.
