<![CDATA[This study addresses the ineffective management of on-street parking on Abdul Latif Road, leading to traffic congestion and reduced local retribution. The primary objective is to analyze the implementation of Serang Mayor Regulation Number 29 of 2023 regarding Parking Operation Management on this specific road segment. Using a descriptive qualitative method, data were collected through interviews, field observations, and document analysis. Grounded in Van Meter and Van Horn’s policy implementation theory, the analysis evaluates six critical variables: standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, disposition of implementers, and economic, social, and political environments. The findings reveal that implementation remains suboptimal due to clear objectives being undermined by limited enforcement resources, inconsistent inter-organizational communication, and weak attendant compliance. Additionally, social resistance from informal parking attendants and street vendors further hinders progress. In conclusion, the implementation of Mayor Regulation Number 29 of 2023 on Abdul Latif Road has not achieved its intended outcomes. To ensure successful policy delivery, local authorities must enhance inter-agency coordination, allocate dedicated parking management resources, strengthen field supervision, and actively engage local informal actors through inclusive social strategies.]]>
