Institutional repositories have a role in managing and disseminating scientific works, but the regulation of access to these works is not consistently enforced due to differing interpretations of access rules. Previous research has largely focused on access restrictions due to concerns about plagiarism. However, research on access policies and their implementation has been limited. The purpose of this study is to analyze, interpret, and provide recommendations regarding scientific access policies in institutional repositories. The research method employed a qualitative approach using a case study design. Five informants were selected based on the criteria of being managers, administrators, and librarians responsible for uploading scholarly works. This study indicates that access policies must be standardized as clear guidelines and regulations that specify who has the authority and establish standard operating procedures (SOPs) to serve as a reference.
