<![CDATA[Madrasah as an Islamic educational institution faces the challenge of maintaining its Islamic identity while meeting the demands of the national education policy that continues to develop. This condition requires strategic planning that is able to align Islamic values with the direction of national education policy to improve the quality of education. This research aims to analyze the concept of strategic planning of madrassas within the framework of national education policy and formulate an integrative model that can be used to harmonize the vision of Islam and the demands of education regulations. This study uses a qualitative method with a library research approach. The results of the study show that Islamic values and national education policies have a common point that can be integrated through madrasah strategic planning. The integrative model offered adapts Fred R. David's strategic management through three main processes, namely formulation, implementation, and evaluation of strategies, by placing the Islamic vision as the foundation of values and national education policies as the regulatory foundation. The integration is translated into four strategic areas, namely the development of relevant and contextual curriculum, the strengthening of the learning process, the development of teachers and education personnel, and effective and efficient madrasah management. This model provides a conceptual contribution in the form of a strategic planning framework that connects regulatory demands with the Islamic identity of madrasas, so that it can be a conceptual reference for madrasas in improving the quality of education without losing their Islamic identity. However, because the model was developed through literature studies, its effectiveness has not been empirically tested.]]>
