This study analyzes the role of the Syahbandar in overseeing the seaworthiness of traditional ships in the Labuan Bajo area, focusing on the challenges and implications for maritime safety. Traditional ships, particularly the Phinisi, play a significant role in local transportation and tourism. However, many of these vessels fail to meet seaworthiness standards, increasing the risk of accidents, including sinking or serious injury. The research employs a qualitative descriptive approach, utilizing data from interviews, observations, and documentation, and analyzes the findings using Fishbone diagrams. Results show that factors contributing to this issue include lack of awareness among ship owners, incomplete safety equipment, insufficient supervision by the Syahbandar, and lack of enforcement. The study highlights the need for improved oversight, better compliance with safety regulations, and more rigorous enforcement to enhance the safety of traditional ships and protect passengers.
