This study aims to analyze the implementation of the Maritime and Shipping Management Information System Application (SIMKAPEL) in the issuance of ship safety certificates at the Class III Port Authority and Harbour Office of Tanjung Pakis Lamongan. The research method used is a descriptive quantitative approach, with data collection through questionnaires and observation. Before the implementation of SIMKAPEL, the certificate issuance process was conducted manually, leading to delays and inaccuracies. After the implementation of SIMKAPEL, there was a significant improvement in service efficiency and accuracy, marked by a faster and more transparent process. The Wilcoxon test showed a significance value of 0.001, indicating a significant improvement in service quality post-implementation. SIMKAPEL was developed as a solution to address issues in archiving services within government agencies. It is designed to digitize the recording, storage, and retrieval processes of archives, thus enhancing administrative service efficiency and effectiveness. The system implementation accelerates work processes, minimizes data loss, and improves accuracy and accessibility of archive information. SIMKAPEL is also equipped with user authentication features, activity log recording, and keyword-based document search. It is expected that SIMKAPEL will become a model for the development of reliable and integrated archiving information systems in various public service agencies.
