Abstract

Bappeda of Grobogan Regency is a local government institution responsible for assisting the Regent in managing governmental affairs related to regional planning, research, and development. One of the key instruments in the planning process is the Musyawarah Perencanaan Pembangunan (Musrenbang) or Development Planning Deliberation, which serves as a forum for public participation in submitting development proposals from the village to the regency level. Based on the targets outlined in the Grobogan Regency Medium-Term Development Plan (RPJMD) 2021–2026, particularly in the fourth mission, the government is committed to enhancing the implementation of integrated e-government systems. However, the current Musrenbang process still faces several challenges, such as manual proposal submissions, limited transparency, and lack of data integration across administrative levels and government agencies (Organisasi Perangkat Daerah or OPD).To address these issues, digital transformation is required to make the Musrenbang process more effective, efficient, transparent, and participatory. The objective of this research is to design an Enterprise Architecture model using the TOGAF framework for developing a web-based e-Musrenbang System that enables citizens and stakeholders to submit, monitor, and evaluate development proposals digitally. The research results in a system architecture design that supports an integrated process of proposal submission, validation, and evaluation. The implementation of the e-Musrenbang system is expected to improve the efficiency of planning processes, strengthen stakeholder coordination, and realize transparent, accountable, and digitally driven governance.
