This study aims to determine the effectiveness of public service management in the issuance of Electronic Identity Cards (KTP-el) and to identify its supporting and inhibiting factors. The research employed a qualitative method with a literature study approach (library research) by reviewing scientific journals, books, legal regulations, and other supporting documents relevant to the research topic. The data were analyzed using a descriptive qualitative method through the stages of data reduction, data presentation, and conclusion drawing. The findings indicate that the effectiveness of public service management in KTP-el issuance can be considered fairly good when viewed through Productivity, quality, and efficiency are considered key elements in assessing performance, flexibility, as well as the satisfaction level Productivity is reflected in the organization’s ability to generate service outputs optimally, quality is seen from data accuracy and staff competence, efficiency is demonstrated through the proper use of time and resources, flexibility is shown by the ability to adapt to technological developments, while satisfaction is reflected in the fulfillment of public expectations regarding services. Supporting factors include human resource competence, adequate facilities and infrastructure, as well as information technology support. Meanwhile, inhibiting factors consist of limited staff capacity, network disruptions, limited card blanks, and the high volume of service requests.
