This study examines the inequality of criminal sanctions between persons with physical disabilities and minors as perpetrators of sexual violence in the Indonesian criminal justice system. Using normative legal research methods with conceptual and legislative approaches. The results of the study show that there is a significant disparity in the application of criminal sanctions between the two vulnerable groups, which is caused by: (1) the lack of clear standards in assessing the level of criminal accountability, (2) differences in facilities and accessibility in the justice system, where the juvenile justice system has a special mechanism that is more structured than the justice system for people with physical disabilities, and (3) limited understanding of the judge about the principle of proportionality. To address these disparities, it is recommended to develop specific guidelines in assessing criminal liability, increase the capacity of judges through comprehensive training, provide adequate accommodation for people with physical disabilities, and strengthen transparency in court decisions. The implementation of this recommendation is expected to realize a more fair and proportionate criminal justice system
