The quality of Islamic education in Indonesia continues to face fundamental challenges, including unequal access, low-quality learning, curriculum complexity, and a mismatch between graduate competencies and labor market demands, particularly in higher Islamic education. These conditions necessitate a transformation in the role of educators in responding to the evolving demands of twenty-first-century Islamic education. This article aims to analyze the challenges facing Islamic education in Indonesia and examine the concept and role of the Dosen Penggerak (transformative lecturer) as a strategic approach to improving the quality of higher Islamic education. This study employs a qualitative approach using a literature review method, drawing on books, journal articles, previous research findings, and relevant policy documents. The findings indicate that Dosen Penggerak can serve as an agent of educational transformation by functioning as an instructor, facilitator, motivator, and mentor in developing students’ academic competencies, character, and professional skills. Within the framework of Merdeka Belajar–Kampus Merdeka (Freedom to Learn–Independent Campus), the implementation of the Dosen Penggerak model has the potential to enhance curriculum relevance and foster a more adaptive, inclusive, and competitive system of higher Islamic education. This approach highlights the importance of transforming lecturers’ roles from conventional knowledge transmitters into agents of pedagogical and institutional change.
