The Marine and Fisheries Business Operator Card (KUSUKA) is a government program designed to improve fishermen’s access to data registration, business assistance, protection, and insurance. This study aims to analyze the socioeconomic characteristics of fishermen, their perceptions of KUSUKA, and the relationship between the two in Bagan Barat Village, Bangko Subdistrict, Rokan Hilir Regency. The study was conducted in October 2025 using a quantitative approach through a survey of 35 KUSUKA recipient fishermen using purposive sampling. Data were analyzed using a Likert scale and Spearman’s rank correlation test. Results indicate that fishermen’s perceptions fall into the “fairly good” category; fishermen understand the card’s basic functions, but its benefits have not yet been fully realized. The correlation test indicated a non-significant relationship between socioeconomic characteristics and fishermen’s perceptions (p = 0.425 0.05), with a weak correlation strength. Therefore, enhanced outreach, mentoring, and optimization of the KUSUKA program’s services are required
