Character education is a top priority in the national education system, particularly in Islamic educational institutions like madrasas. This study aims to conceptually examine the implementation of character education management using the Total Quality Management framework in implementing the Merdeka Curriculum in madrasas. The approach used in this study is a systematic literature review sourced from national and international scientific journals, academic reference books, and official education policy documents published within the last ten years. The analysis process was conducted through thematic content analysis techniques by identifying, grouping, and synthesizing various literature findings based on main themes including education quality management, student character building, and curriculum development. The study results show that the core values of Total Quality Management, namely orientation to student needs, commitment to continuous improvement, active participation of all madrasah members, and data-driven decision making, are substantially aligned with the spirit and objectives of character education in the Merdeka Curriculum. The integration between these two approaches has the potential to strengthen the effectiveness of character building in madrasas comprehensively and sustainably.
