This research aims to evaluate the performance improvement of Stevedoring Workers (TKBM) in response to the shift of ro-ro ship docking activities from Tanjung Priok Port to the newly established Patimban Port. This transition has required adaptation and created urgent challenges related to accidents and delays in the handling of Car Build Units (CBU), managed by a shipping company, PT Admiral Lines. The study uses a case study method with a qualitative approach. To minimize these issues, performance enhancement is pursued through the solution of the Process of Ongoing Improvement (POOGI) model in both operational and administrative stevedoring activities. To identify the root causes of accidents and delays, the researcher conducted semi-structured interviews with six informants, and the data were analyzed using NVIVO version 15 to assess their applicability. The performance improvement process using the POOGI model was carried out through several levels, including: Formulation of the Research Concept, Define the System’s Goal, Determination of Performance Measurement, Identification of the System’s Constraint, and Exploitation of the System’s Constraint. The final stage, which focuses on the utilization of resource constraints, resulted in the development of new strategies and systems that can be implemented by the company as part of its performance evaluation. From an operational standpoint, the application includes Refreshment Activities and a Manpower List to minimize accidents, while in the administrative aspect, the introduction of Agency System Prototypes 1.0 and 2.0 is intended to reduce delays and enhance process efficiency.
