Bureaucratic reform demands that civil servants possess effective leadership and work discipline to improve the quality of public services. This study aims to analyze the relationship between leadership and discipline among civil servants in supporting bureaucratic reform at the Lamongan Regency Manpower Office. The study employed a qualitative approach with a phenomenological method to understand civil servants' experiences with leadership practices and work discipline. Informants were selected purposively, while data were collected through in-depth interviews, observation, and documentation. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, with validity tests using source and technique triangulation. The results indicate that communicative, participatory, and exemplary leadership can foster a culture of discipline among civil servants. Discipline is reflected in adherence to working hours, carrying out tasks according to standard operating procedures (SOPs), and responsibility in completing work. The study concludes that the success of bureaucratic reform is influenced by the synergy between effective leadership and the internalization of disciplinary values within the organization.
