The acceleration of digital public administration reform requires government institutions to strengthen leadership practices that encourage innovation and improve employee productivity. This study aims to analyze the implementation of innovative leadership in enhancing the productive performance of employees at the Department of Manpower of Lamongan Regency in supporting digital public administration reform. A qualitative research design with a phenomenological approach was employed to explore employees’ experiences and perceptions regarding leadership practices in the workplace. Data were collected through in-depth interviews, direct observation, and documentation involving selected informants using purposive sampling. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data reduction, data display, and conclusion drawing, while data validity was ensured through source, technique, and time triangulation. The findings indicate that innovative leadership contributes positively to employee productivity by fostering open communication, collaborative work, adaptability, and continuous innovation. The implementation of digital-based administrative systems has improved work efficiency and service quality, although several challenges remain, particularly unequal digital competencies among employees and the need for continuous capacity development. Overall, innovative leadership serves as a strategic factor in strengthening organizational performance and supporting the successful implementation of digital public administration reform within the Department of Manpower of Lamongan Regency.
