Quality 4.0 implementation requires a performance measurement mechanism capable of translating measurement results into actionable information for performance improvement. This study aims to operationalize an empirically validated Quality 4.0 Performance Measurement System (Q4PMS) model into a rule-based decision support dashboard for the food and beverage industry. The underlying model consists of five dimensions: Digital Readiness, Technological Capability, Process Performance, Organizational Performance, and Sustainability Performance. Empirical parameters previously derived from PLS-SEM and IPMA are incorporated as fixed system inputs and are not re-estimated in the present study. The dashboard integrates a Performance Evaluation Engine that converts assessment data into Performance Scores and Performance Levels with a Decision Engine that combines performance and importance information through IF-THEN decision rules to generate priority classifications and recommended actions. Application of the decision mechanism classified Organizational Performance as the Primary Improvement Priority, Process Performance as Maintain, and Digital Readiness and Technological Capability as Monitor. Expert validation produced scores ranging from 4.20 to 4.60, while field validation resulted in an overall average score of 4.625 on a five-point scale. The findings demonstrate the feasibility of the proposed dashboard as a decision-support mechanism for translating Quality 4.0 performance information into systematic improvement priorities and managerial recommendations.
