This study aims to synthesize previous research findings on local government innovation in realizing professional, adaptive, and clean governance and public services, with a focus on the population administration sector. This study uses a semi-systematic literature review approach to scientific articles published in the 2020–2025 period that discuss digital-based public service innovation at the local government level. The literature search and selection process resulted in 25 primary articles that were analyzed using thematic and conceptual synthesis techniques. The results show that public service innovation is dominated by service digitalization, such as online applications, service websites, and social media-based services, which generally contribute to increasing service effectiveness and public accessibility. However, the synthesis results also indicate recurring obstacles, particularly related to apparatus professionalism, limited human resources, situational organizational adaptability, and the lack of systemic integration of clean government principles into public service innovation. This study concludes that local government innovation needs to be understood as a comprehensive governance strategy, not merely as a technical update of services. The findings of this study provide a conceptual contribution to the development of public administration studies by offering an integrative perspective on public service innovation, apparatus professionalism, organizational adaptability, and good governance. The synthesis of these findings is then positioned within the context of Garut Regency as a reflection of the challenges and needs of local governance, without making it an empirical object of field research.
