Introduction: The management of non-communicable diseases (NCDs) within communities is impeded by three key factors: low health literacy, a paucity of trained professionals, and cultural influences. Therefore, the present study evaluated the ETiHC-BLoC programme, a Minahasa culture-based training initiative designed to enhance the knowledge and skills of Posyandu cadres in NCD management. Methods: This study employed a community-based interventional design with a one-group preāpost evaluation, conducted from August to November 2025 in Bunaken District, the programme involved 40 cadres and comprised training, simulations, and implementation activities. Results: The results demonstrated significant enhancements in cultural health understanding (from 69.5% to 84.2%) and culture-based skills (from 70.1% to 85.6%). Furthermore, 80% of cadres actively used the Sehati application, with 75% satisfied with their training. Conclusion: The programme also yielded educational materials and a digital system for monitoring. The findings suggest that integrating culture-based training with digital resources can enhance community-level NCD management and recommend ongoing collaboration and capacity building for sustainability.
