The implementation of the oil palm plantation business licensing policy in West Papua Province faces a variety of complex challenges, including weak supervision, company non-compliance with regulations, and social conflicts with indigenous communities. This study aims to analyze the policy implementation process, factors that influence its success, and strategies that can be applied to improve the effectiveness of the policy. The research method used is a qualitative approach with descriptive analysis, involving interviews, observation, and documentation. The results show that although regulations have been established, their implementation is still constrained by various factors, including the lack of coordination between agencies and the lack of community participation. Proposed recommendations include strengthening supervision, increasing transparency, and implementing a Collaborative Governance model to ensure the involvement of all stakeholders in the licensing process. This research is expected to provide input for the government in improving the implementation of oil palm plantation business licensing policies in West Papua Province.
