Abstract

This study evaluates the implementation of the free clean water connection program by PDAM Wanua Wenang, Manado City, in achieving its program target of expanding clean water service coverage. The research problem addressed is the extent to which the program has progressed toward its target and the factors that support or hinder its achievement. A descriptive qualitative method was employed using Dunn’s (2018) policy evaluation theory, which assesses six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Data were collected through interviews, observation, and documentation involving PDAM management, field officers, village officials, and program beneficiaries. The findings indicate that program realization has reached only a small portion of the targeted 15,000 connections, reflecting low effectiveness. Implementation is also constrained by slow verification processes and limited availability of materials, affecting efficiency. Uneven socialization has resulted in disparities in program access, while service-quality issues affect adequacy and responsiveness. Nevertheless, appropriate targeting and financing through Corporate Social Responsibility (CSR) and the Regional Revenue and Expenditure Budget (APBD) provide important support for program sustainability. Overall, the program has not yet optimally achieved its target and requires simultaneous improvement across all evaluation criteria.
