Research This aim analyze in a way systematic development literature about policy downstreaming and its implications towards development strategy Power competition Indonesian industry. Research use Systematic Literature Review (SLR) approach with examine publication scientific 2020–2025 period, report institution international, documents government as well as statistical data official. Analysis done through synthesis thematic to four dimensions main, namely: (1) policy industry and transformation structural, (2) improvement mark add and integrate chain value, (3) investment, technology, and capabilities industry, and (4) sustainability and governance downstreaming. Study results show that downstreaming has give contribution to improvement investment, development capacity mineral processing, changes composition exports, and formation cluster industry new. Indonesia is also increasingly own position strategic in chain supply global nickel; Indonesia's share in production nickel world mining increases from around 34% in 2020 to 52% in 2023, while share production nickel processed increase from 23% to 37% in the same period.
