Abstract

Strengthening the Halal Value Chain (HVC) is a strategic approach to improving the competitiveness of the halal industry and supporting the development of a sustainable regional halal ecosystem. Its successful implementation depends largely on the quality of human resources, particularly the work motivation of government employees responsible for policy execution. This study examines the effects of leadership, competence, and work environment on work motivation and their impact on the performance of Halal Value Chain implementation at the Department of Industry and Trade of West Nusa Tenggara Province. A quantitative explanatory approach was employed. Data were collected from 450 respondents through purposive sampling and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results reveal that work environment and competence have significant positive effects on work motivation, whereas leadership has no significant effect. Work motivation also positively influences HVC implementation performance and mediates the effects of competence and work environment on implementation performance. These findings highlight the importance of improving the work environment and employee competence to strengthen the sustainable implementation of the Halal Value Chain.
