This study aimed to develop an Artificial Intelligence (AI)-based Digital Spinning Wheel learning media to improve the problem-solving skills of fourth-grade elementary school students on the topic of changes in the state of matter, as well as to determine its feasibility, practicality, and effectiveness. This study employed a Research and Development (R&D) method using the ADDIE model, consisting of Analysis, Design, Development, Implementation, and Evaluation stages. The research was conducted at SDN Cijengkol 02, Bekasi Regency, involving fourth-grade students. Data were collected through observation, interviews, expert validation questionnaires, teacher and student response questionnaires, and problem-solving tests administered as pretests and posttests. The results showed that the media obtained feasibility scores of 95% from the material expert, 95% from the media expert, and 97.5% from the language expert, categorized as highly feasible. Teacher responses reached 100%, while student responses in the large-scale trial reached 92.88%, both categorized as highly practical. The average N-Gain score was 0.61 in the experimental class and 0.17 in the control class. The Mann-Whitney test showed a significance value of <0.001, indicating a significant difference between the two groups. Therefore, the AI-based Digital Spinning Wheel is feasible, practical, and effective for improving students’ problem-solving skills in IPAS learning
