This research is motivated by the suboptimal implementation of labor protection policies in the goods delivery service sector in Palu City. There are still courier workers who have not received maximum protection, such as employment social security, standard wages, occupational safety and health protection, and legal certainty in employment relationships. These conditions are influenced by the workers’ status as partners or informal workers, weak supervision, and low company compliance with labor policies. This study aims to analyze the implementation of labor protection policies and identify the factors affecting their implementation in the goods delivery service sector in Palu City. This study employs a qualitative approach with a case study type. Data were collected through observation, interviews, and documentation. The analysis used Merilee S. Grindle’s policy implementation theory, which emphasizes two aspects: content of policy and context of implementation. The results show that the implementation of labor protection policies has not yet run optimally. Regulations referring to Law Number 13 of 2003 concerning Manpower and Regional Regulation of Palu City Number 1 of 2019 have provided a basis for worker protection; however, their implementation still faces various obstacles. The most crucial aspects are the type of policy benefits and the level of compliance among policy implementers. Many workers have not fully received employment social security coverage, personal protective equipment, fair wages, and occupational safety guarantees. In addition, inter-agency coordination, labor supervision, and company awareness regarding workers’ rights remain low.The conclusion of this study indicates that the implementation of labor protection policies in the goods delivery service sector in Palu City requires stronger supervision, improved coordination among institutions, and more effective law enforcement in order to ensure that workers’ rights are fulfilled fairly and sustainably.
