Abstract

Disasters cause most communities to lose their livelihoods and often place them in a more vulnerable condition. The government together with Non-Government Organizations (NGOs) are tackling these impacts through various Livelihood Recovery programs. However, little is known about how the program is run. This study aims to further explore how the dynamics of livelihood recovery programs in post-disaster areas. The method used is Mixed Methods where surveys, interviews and FGDs are conducted in data collection. This study found that the Cash Voucher Assistance (CVA) Program has been able to provide a source of livelihood for the beneficiaries, which is indicated by the fact that most of the businesses are still running. Switching business types and adding product types are beneficiary strategies to maintain their business. However, the weakness in building coordination with several government parties has led to the disintegration of the program which has an impact on further assistance. In addition, the program period, the quantity of beneficiaries and the human resources capacity of the program implementers have an impact on the quality of assistance provided.

Abstract

Penelitian ini mengeksplorasi dimensi-dimensi kunci dalam membangun citizenship pendidikan. Hal ini penting untuk melengkapi theoritical framework citizenship pendidikan yang belum tersusun secara spesifik. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus. Pengumpulan data menggunakan snowballing sampling melalui wawancara, observasi, dan studi dokumen guna menangkap natural setting di Sanggar alam (Salam), Nitiprayan, Yogyakarta. Salam dipilih sebagai objek penelitian karena mengaplikasikan konsep pendidikan yang berbeda dengan versi pemerintah. Metode interpretasi dari Creswell (2007) digunakan untuk menganalisis data. Sementara, metode dari Yin (2003) diaplikasikan untuk menguji kebasahan data. Hasil penelitian menunjukan bahwa ada tiga dimensi untuk membangun citizenship pendidikan, yaitu: 1) Active citizens sebagai prasyarat. Partisipasi akan terwujud saat warga negara melakukan shifting dari beneficiaries menuju active citizens. 2) Kontekstualitas sebagai karakteristik citizenship pendidikan. Belajar akan berkesan saat melibatkan lingkungan dalam prosesnya. Hal ini sejalan dengan konsep Tri Sentra versi Ki Hadjar Dewantara dan pembelajaran eksperimental versi Paulo Freire. 3) Co-production sebagai cara mengeksekusi citizenship pendidikan. Ini merupakan pendekatan untuk menciptakan layanan publik dengan mengakomodasi berbagai pihak. Co-production percaya bahwa kerjasama berbagai pihak akan mempermudah penciptaan layanan publik yang representative. Tiga hal ini adalah rangkaian dimensi untuk membangun citizenship pendidikan.Keyword: citizenship pendidikan, partisipasi, active citizens, kontekstualitas, co-production

Abstract

Umumnya konflik perebutan kawasan tambang emas memiliki kaitan erat dengan peranan aktor-aktor yang multi kepentingan sehingga pola-pola konflik seringkali terpelihara dalam waktu yang lama dan berlangsung secara dramaturgi. Penelitian ini bertujuan untuk menganalisis relasi dramaturgis antar aktor di kawasan pertambangan Poboyo Kota Palu. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Penggalian data dilakukan melalui pengamatan, wawancara, FGD dan studi dokumen. Wawancara dilakukan pada 6 informan subjek penelitian dipilih secara purposive, terdiri dari tokoh adat, pemerintah kelurahan, tokoh pemuda, aktivis lingkungan dan 11 informan terlibat dalam FGD. Data dianalisis secara interpretatif dan keabsahan data didapatkan melalui teknik triangulasi. Hasil penelitian menunjukkan bahwa konflik perebutan kawasan pertambangan emas Poboya bersumber dari: (1) tuntutan keadilan oleh penambang ilegal; (2) kekecewaan terhadap perpanjangan kontrak karya perusahaan (PT. CPM); dan (3) adanya klaim-klaim atas kawasan pertambangan. Konflik bersifat dramaturgis yang dilandasi multi kepentingan antar aktor yaitu kepentingan penguasaan sumber daya, perebutan posisi serta pragmatisme. Aktor-aktor tersebut antara lain kelompok penambang ilegal, aparat keamanan, elit politik lokal, pemerintah kota, lembaga adat dan kelompok asosiasi penambang. Kebaruan penelitian ini bahwa relasi antar aktor dalam konflik di kawasan pertambangan bersifat dramaturgis dan sengaja dipelihara. Kata Kunci: Perebutan Sumberdaya, Tambang Emas, Poboya, Dramaturgi, Aktor Konflik Abstract Generally, conflicts over gold mining areas are closely related to the role of multi-interest actors, so that conflict patterns are often maintained for a long time and take place in a dramaturgical manner. This research aims to analyze the dramaturgical relations between actors in the Poboyo mining area of Palu City. This study used a descriptive, qualitative approach. Data were collected through observations, interviews, FGDs, and documentation studies. Interviews were conducted with 6 informants of research subjects who were selected purposively, consisting of traditional leaders, village government, youth leaders, environmental activists and 11 informants involved in FGDs. Data were analyzed interpretatively and data validity was obtained through triangulation techniques. The results showed that the conflicts over the Poboya gold mining area originated from: (1) demands for justice by illegal miners, (2) disappointment with the extension of the company's contract of work (PT. CPM); and (3) claims in the mining area. The conflict is dramaturgical in nature, based on multiple interests between actors, namely, the interests of controlling resources, jockeying for position, and pragmatism. These actors include illegal mining groups, security forces, local political elites, city governments, customary institutions, and miner association groups. Abstract

The COVID-19 pandemic has caused economic crises in many parts of the world, including post-disaster areas in Indonesia. Various studies have found that COVID-19 has caused most people to lose their livelihoods, leading to more severe poverty. However, not much is known about the impact of COVID-19 on Vulnerable Groups in post-disaster areas. The approach used in this research is descriptive qualitative where data is collected through interviews, observation, and utilizing secondary data. This study found that the pandemic caused worse conditions for vulnerable groups in post-disaster areas. The impact can be seen from both social and economic aspects. Socially, the pandemic has changed the livelihood patterns of vulnerable groups, ranging from changes in the type and number of business products to changing professions from farmers to construction workers. In addition, female family heads and the elderly are often stigmatized during the pandemic. Violence against children has also increased significantly. Economically, the pandemic has led to an increase in the unemployment in the disaster area. Female heads of household have experienced shrinking incomes and have contributed to the poverty rate. Businesses in the affected areas have difficulty accessing capital due to lack of business legality from the government.

Abstract

This research aims to analyze the implementation of the flagship tourism development policy at Lake Paisu Pok. The research method used is a case study with a qualitative approach. Data were collected through in-depth interviews with various stakeholders, field observations, and documentary studies. The results of the research indicate that the implementation of the flagship tourism development policy at Lake Paisu Pok has achieved several achievements but still faces several challenges, such as a lack of supporting infrastructure, suboptimal coordination among relevant agencies, and ineffective tourism promotion and marketing. Based on these findings, it is recommended that local governments and various stakeholders improve coordination and cross-sectoral cooperation, enhance supporting infrastructure, and improve tourism promotion and marketing to enhance Lake Paisu Pok's attractiveness as a flagship tourism destination.

Abstract

Penelitian ini bertujuan untuk mengetahui Kualitas Pelayanan Vaksinasi COVID-19 Pada Remaja di Puskesmas Kawatuna Kota Palu. Tipe penelitian yang digunakan adalah deskriptif kualitatif. Teknik penentuan informan dalam penelitian ini adalah purposive dengan jumlah informan sebanyak 10 (sepuluh) orang. Adapun Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Untuk mengetahui kualitas pelayanan vaksinasi COVID-19 pada remaja di puskesmas kawatuna menurut Parassuraman-Zeithaml-Berry ada lima indikator yang digunakan yaitu : Bukti Fisik (Tangible), Kehandalan (Reliability), Daya Tanggap (Responsiveness), Jaminan (Assurance), dan Empati (Empathy). Hasil penelitian ini menemukan bahwa layanan dipuskesmas kawatuna belum memenuhi 5 standar kualitas layanan menurut Parasuraman-Zeithaml-Berry. Pertama, yaitu aspek Bukti Fisik (Tangible) kurang optimal karena sarana dan prasarana diruang tunggu berupa kursi dan pendingin ruangan yang kurang dan belum sesuai standar oprasional yang ada serta minimnya keamanan di tempat parkir. Kedua aspek Jaminan (Assurance) kurang optimal, karena ada beberapa petugas yang menunjukkan sikap kurang profesional dan perlu ditingkatkan saat melayani pasien terkhususnya remaja. Adapun hal yang perlu ditingkatkan ialah sikap membeda-bedakan dari petugas, cara petugas meyakinkan pasien yang memiliki keraguan dan terpaksa dalam mengikuti prosedur vaksinasi. Kemudian aspek empati (Empathy), aspek ini dianggap kurang optimal karena masih banyak pasien remaja yang merasa bahwa sikap pelayanan oleh petugas masih dapat diperbaiki. Petugas sebaiknya lebih menunjukkan rasa peduli dan perhatian kepada pasien, dan juga berhati-hati untuk tidak membeda-bedakan umur pasien, karena pasien remaja juga memiliki anggapan bahwa mereka tidak diperlakukan dengan tingkat kepedulian yang sama dengan pasien yang lebih tua. Namun dilihat dari aspek Kehandalan (Reliability) dan Daya Tanggap (Responsiveness) dinilai optimal

Abstract

ABSTRACT Preparation of the Regional Government Work Plan (RKPD) of Palu City. The research method used is Descriptive Qualitative, which provides a description of the phenomenon or focus of the problem being studied that occurs at the research location according to existing facts. The data collection techniques used are observation, in-depth informant interviews and documentation to collect the required data in the form of primary and secondary data. The theories used in this research are the dimension theory by Dietz & Stern and the ladder theory of participation by Arnstein. The results showed that the level of Publik Participation in the Preparation of the Regional Government Work Plan (RKPD) of Palu City. Is in the Non Participation category. This can be seen in the musrenbang process carried out at each level where the community is involved but the musrenbang forum itself is only a forum for legalizing the government's agenda where the community has no room to determine because in the end the decision is taken by the government itself. And in the Therapy ladder, at this level there is already communication but it is still very limited. Communication is more emphasized in one direction, namely top down. In the Therapy ladder, it is described as hearing activities from the community, however, it does not have any influence on policies or programs that have taken place. Abstract

This study aims to determine describe, and analyze the implementation of stunting prevention policy in Talise Valangguni sub-district, Mantikulore sub-district using the Merilee S. Grindle policy implementation model consists of aspects of the content of policy and the implementation environment (context of implementation).. The research method used is Descriptive Qualitative, where data is collected through observation, interviews and document studies. This study found that the implementation of the stunting program has not run optimally, the factors that cause it are financial resources that are still not enough to provide all assistance to affected communities. The level of compliance in the community is also a factor that influences stunting cases to continue to increase, there are still many people who do not know what a healthy lifestyle is and proper parenting to healthy feeding. The community also does not utilize the assistance provided properly according to directions from the Health Office and the Government.

Abstract

This study aims to determine the implementation of BPJS (Social Security Administration) Health service policy at Ampibabo Health Center, Ampibabo District, Parigi Moutong Regency. The researcher conducted the research using qualitative methods, while the type of research used in this study is descriptive research. The type of data consists of primary data and secondary data. Determination of informants using the Purposive technique. In addition, the data collection technique in this study through library research and field research with observation, interview, and documentation activities. The data analysis method according to Huberman (2014), data condensation, data display, and conclusion drawing and verification. This study uses the policy implementation theory put forward by Edward III which consists of 4 aspects, namely communication, resources, disposition, and bureaucratic structure. From the results of the study, the researcher concluded that the implementation of the BPJS (Social Security Administration) Health service policy at the Ampibabo Health Center, Ampibabo District, Parigi Moutong Regency has not been implemented optimally, this can be seen after going through the research process, with many problems that still occur, such as in the communication aspect, it is still not running optimally. Although communication between program implementers has been going well. The distribution of all information related to the program to the target group, in this case the community, is considered to be still not running optimally. Then from the aspect of resources, it is still not running optimally, this is caused by inadequate human resources, the Ampibabo Health Center does not have specialist doctors, and in addition, supporting facilities in the implementation of the BPJS (Social Security Administration) Health service policy at the Ampibabo Health Center are still inadequate.

Abstract

Merdeka Belajar Kampus Merdeka is a program of the Minister of Education and Culture in order to prepare students to master various scientific fields as preparation for facing the world of work. This research is an evaluation research type that aims to evaluate the Merdeka Belajar Kampus Merdeka (MBKM) program within the scope of Tadulako University using the CIPP Model (Context, Input, Process and Product) developed by Stufflebeam, consisting of four components with a research design. The total informants in this study were 12 people consisting of 10 active students who had participated in the MBKM program, especially MSIB in the last two periods, the Head of the University MBKM and the PIC MSIB of the University. The results of the study showed that the evaluation of the MBKM program at Tadulako University had not been fully maximized, the distribution of basic facilities in the form of MBKM implementation guidelines that were not inclusive, knowledge and understanding related to the program were still lacking, and the curriculum in the study program was considered not yet adaptive, resulting in the target achievement of the Indikator Kinerja Utama (IKU) not being fully achieved. Although the context component has shown alignment between the program objectives and strategies formulated as a form of readiness in terms of both planning and implementation, this has not been optimal in implementing the MBKM program.
