Abstract

Setiap instansi pemerintah dituntut untuk menyediakan pelayanan yang berkualitas kepada masyarakat. Namun, pada kenyataannya pelayanan yang diperoleh atau dirasakan masyarakat masih terdapat permasalahan serta kendala dalam proses pelayanan. Hal inilah yang menjadi faktor utama alasan penulis melakukan penelitian di bidang pelayanan publik. Penelitian ini bertujuan untuk mengetahui kualitas pelayanan yang disediakan oleh Kantor Kelurahan Bantaya Kecamatan Parigi Kabupaten Parigi Moutong. Teori yang digunakan pada penelitian ini adalah teori dari Parasuraman, Zeithaml & Berry, dalam Hardiyansyah, (2011, hal. 92-93) yang mana dalam teori ini terdapat 5 aspek dimensi yaitu : Tengibles, Reliability, Responsiveness, Assurance dan Emphaty. Metode penelitian yang digunakan Deskriptif Kualitatif, yaitu memberikan gambaran tentang fenomena atau focus permasalahan yang tengah diteliti yang terjadi di lokasi penelitian sesuai fakta yang ada. Teknik pengumpulan yang digunakan pada penelitian ini teknik observasi, wawancara dan dokumentasi. Hasil peneltian di kantor kelurahan bantaya kecamatan parigi kabupaten parigi moutong menunjukkan bahwa kualitas pelayanan yang disediakan sudah cukup baik pada beberapa aspek dimensi yaitu Tengibles, Responsiveness dan Emphaty. Sedangkan pada aspek Reliability dan Assurance bisa di katakan masih kurang berjalan dengan baik. Pada aspek Reliability di kantor kelurahan bantaya masih kurang tepat waktu dalam menyelesaikan pelayanan khususnya dalam pelayanan pembuatan surat keterangan tanah. Selain itu, pihak kantor juga belum menyediakan informasi standar operasional prosedur (sop) pelayanan. Sementara itu, pada aspek Assurance pegawai di kantor kelurahan bantaya masih melakukan diskriminasi (membedakan-bedakan) pada masyarakat saat proses pelayanan.

Abstract

Penelitian ini bertujuan untuk Mendeskripsikan Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) di Desa Wanamukti Barat Kecamatan Bolano Kabupaten Parigi Moutong. Tipe penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi, adapun penentuan informan mengunakan Teknik purposive Sampling. Kriteria yang dikembangkan oleh Mark Bovens (2006) sebagai alat analisis diantaranya : Prover provision of information (ketersediaan informasi), Proper Debate (Ruang Diskusi), dan Proper Judgment Procedure ( Penilaian yang tepat). Penelitian ini menemukan akuntabilitas pada program PAMSIMAS di Desa Wanamukti Barat Kecamatan Bolano Kabupaten Parigi Moutong belum Akuntabel. Hal ini disebabkan oleh penyampaian informasi mengenai program sangat terbatas di masyarakat, ruang diskusi masih bersifat eksklusif bagi kaum laki-laki sementara tidak ada ruang bagi kelompok perempuan, adanya perbedaan antara capaian program dengan fakta di lapangan dan informasi tidak menjangkau semua orang di desa, juga terutama kurangnya partisipasi masyarakat

Abstract

Tujuan dari penelitian yaitu untuk mengetahui Implementasi Pencegahan Stunting di Desa Enu Kecamatan Sindue Kabupaten Donggala. Konsep teori yang digunakan yaitu Model Implementasi Kebijakan menurut Edward III, meliputi 4 (empat) aspek yaitu Komunikasi, Sumberdaya, Disposisi dan Struktur Birokrasi. Metode penelitian yang digunakan yaitu deskriftif kualitatif. Teknik pengumpulan data terdiri atas observasi, wawancara dan dokumentasi. Informan penelitian yaitu berjumlah 7 (tujuh) orang dengan menggunakan teknik purposive sampling. Analisis data yang digunakan yaitu model interaktif meliputi pengumpulan data (data collection), kodensasi data (data condensation), penyajian data (data display), dan Penarikan kesimpulan (conclution drawing/verification). Berdasarkan hasil penelitian di lapangan bahwa Implementasi Kebijakan Program Pencegahan Stunting di Desa Enu Kecamatan Sindue Kabupaten Donggala masih terdapat beberapa kendala dan perlu ditingkatkan. Terdapat 3 (tiga) aspek yang mengalami masalah yaitu komunikasi, sumberdaya dan struktur birokrasi. Aspek komunikasi yaitu kurangnya komunikasi yang dilakukan pihak pemerintah desa kepada masyarakat. Aspek sumberdaya masih kurang disebabkan karena kurangnya ketersediaan Sumber Daya Manusia (SDM) dan sarana prasarana seperti jumlah tenaga kesehatan bidan desa yang masih kurang, serta anggaran dana stunting yang belum dioprasikan. Aspek struktur birokrasi yaitu proses kerja dari pihak pemerintah tentang pencegahan stunting yang belum berjalan dengan baik. Kesimpulan penelitian yaitu Implementasi Kebijakan Program Pencegahan Stunting di Desa Enu Kecamatan Sindue Kabupaten Donggala belum sepenuhnya dilaksanakan dengan baik. Sehingga, dapat disarankan yaitu Pemerintah Desa Enu diharapkan untuk lebih peduli dan berpartisipasi serta berperan aktif kepada masyarakat dalam menangani kasus stunting yang ada di Desa Enu. Selain itu, anggaran Stunting harus dimaksimalkan bagi penanggulangan Stunting di Desa Enu.

Abstract

Penelitian ini bertujuan untuk mengetahui Kualitas Pelayanan Vaksinasi COVID-19 Pada Remaja di Puskesmas Kawatuna Kota Palu. Tipe penelitian yang digunakan adalah deskriptif kualitatif. Teknik penentuan informan dalam penelitian ini adalah purposive dengan jumlah informan sebanyak 10 (sepuluh) orang. Adapun Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Untuk mengetahui kualitas pelayanan vaksinasi COVID-19 pada remaja di puskesmas kawatuna menurut Parassuraman-Zeithaml-Berry ada lima indikator yang digunakan yaitu : Bukti Fisik (Tangible), Kehandalan (Reliability), Daya Tanggap (Responsiveness), Jaminan (Assurance), dan Empati (Empathy). Hasil penelitian ini menemukan bahwa layanan dipuskesmas kawatuna belum memenuhi 5 standar kualitas layanan menurut Parasuraman-Zeithaml-Berry. Pertama, yaitu aspek Bukti Fisik (Tangible) kurang optimal karena sarana dan prasarana diruang tunggu berupa kursi dan pendingin ruangan yang kurang dan belum sesuai standar oprasional yang ada serta minimnya keamanan di tempat parkir. Kedua aspek Jaminan (Assurance) kurang optimal, karena ada beberapa petugas yang menunjukkan sikap kurang profesional dan perlu ditingkatkan saat melayani pasien terkhususnya remaja. Adapun hal yang perlu ditingkatkan ialah sikap membeda-bedakan dari petugas, cara petugas meyakinkan pasien yang memiliki keraguan dan terpaksa dalam mengikuti prosedur vaksinasi. Kemudian aspek empati (Empathy), aspek ini dianggap kurang optimal karena masih banyak pasien remaja yang merasa bahwa sikap pelayanan oleh petugas masih dapat diperbaiki. Petugas sebaiknya lebih menunjukkan rasa peduli dan perhatian kepada pasien, dan juga berhati-hati untuk tidak membeda-bedakan umur pasien, karena pasien remaja juga memiliki anggapan bahwa mereka tidak diperlakukan dengan tingkat kepedulian yang sama dengan pasien yang lebih tua. Namun dilihat dari aspek Kehandalan (Reliability) dan Daya Tanggap (Responsiveness) dinilai optimal

Abstract

This study aims to determine the effectiveness of family programs hope in the welfare of the community in Oti village, Sindue Tobata district Donggala county. This research uses Richard M.Steers's theory that includes three indicators of goal achievement, integration, and adaptation. The basis and type of this research is Qualitative Descriptive research, techniques Purposive sampling of informants by the number of informants a total of five people, the data collection technique used is observation (observations), interviews and documentation to collect data that It is needed in the form of primary and secondary data. Data analysis performed with data collection, data condensation, data presentation, and conclusion drawing. The results of the research on the aspect of achieving goals in terms of the timing of the implementation of the program have been running, but there are time constraints on its implementation where there is a delay in disbursement of PKH funds, and in terms of PKH assistance targets are also not effective because in choosing prospective PKH beneficiaries is not in accordance with existing criteria. In the integration aspect of the implementers and persons in charge of the PKH assistance program, it has not run optimally because PKH recipients who often do not attend group meetings and PKH assistants who do not routinely socialize once a month as appropriate. And in the aspect of adaptation, it has also not run effectively when viewed from the human resources of the PKH assistance program implementers who cannot carry out the assistance in accordance with the criteria.

Abstract

ABSTRACT Saskia Khaerunisya Ahmad B 101 20 036 with the title “Evaluation Of Village Fund Allocation Policy In Tinggede Village Marawola District Sigi Regency”. Guided by Nasir Mangngasing as the main Supervisor with Muhammad Rapi as the Supervisor. This study aims to determine the Evaluation of Village Fund Allocation Policy in Tinggede Village, Marawola District, Sigi Regency. The research method used is Descriptive Qualitative, which provides a systematic, factual or real explanation of the subject or data obtained at the place of research. The data collection techniques used are literature studies, observations and interviews with informants in depth and documentation to collect the data needed in the form of secondary data and primary data. While the informants in this study amounted to 5 people, namely 3 people from the Tinggede village office, Marawola District, Sigi Regency, 1 person from the Village Consultative Board, and 1 person from the Marawola District Office. The theory used in this study is the theory of William N. Dunn where there are 6 indicators used in the Evaluation stage of Village Fund Allocation Policy in Tinggede Village, Marawola District, Sigi Regency. The six indicators are, Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Appropriteness. Based on the results of the study, it shows that the evaluation of Village Fund Allocation Policy in Tinggede Village, Marawola District, Sigi can be said to have not run well. This is caused by the aspect of effectiveness, which has not gone well enough because on the part of the Tinggede Village Government in terms of payroll has not been in accordance with the desired expectations because Tinggede village is a large village in Sigi Regency causing the village government to complain about the amount of salary given to them. From the aspect of efficiency, it has not run optimally in terms of time efficiency, namely the factor of delay in the issuance of the Regent Regulation on Village Fund Allocation. And from the aspect of adequacy, the desired results in the Village Fund Allocation budget to the satisfaction and level of needs of the Village Government are considered insufficient and satisfactory to the Tinggede Village Government. Abstract

This study aims to determine the implementation of investment policies at the Central Sulawesi Province One-Stop Investment and Integrated Services Service. The research method used is descriptive qualitative, which is to provide an overview of the phenomenon or focus of the problem under study that occurs at the research location according to existing facts. The data collection techniques used are observation, in-depth informant interviews and documentation to collect the required data in the form of primary and secondary data. Meanwhile, there were 3 informants in this study, namely from the Central Sulawesi Province Department of Investment and One Stop Integrated Services (DPMPTSP). The theory used in this study is George C. Edward III theory where there are four indicators used in the stages of implementing investment policies at the Central Sulawesi Province Investment and One-Stop Integrated Services Service. The four indicators are communication, resources, disposition and bureaucratic structure. Based on the results of the study, it shows that the implementation of investment policy at the Central Sulawesi Province One-Stop Investment and Integrated Services Service has gone well on several indicators, namely communication, disposition and bureaucratic structure. Meanwhile, the resource indicators have not gone well. This can be seen from the lack of competent staff at the Central Sulawesi Province One Stop Investment and Integrated Services Service (DPMPTSP), as well as the inadequate facilities and infrastructure at the Provincial Investment and One Stop Integrated Services Office (DPMPTSP) Central Sulawesi. All forms of these problems need repair and overhaul so that they run well in the future. Keyword: Policy Implementation, Investment, Communication, Resources, Disposition, Bureaucratic Structure.

Abstract

This study aims to find out how the community participates in paying land and building taxes in Kasimbar Palapi Village. This study uses descriptive research methods and qualitative analysis using systematic methods in making observations, collecting data, analyzing information and reporting the results. The types of data used in this research are primary and secondary which are divided into interviews, documentation and information from informants. Based on the results of the study, it can be seen that community participation in paying land and building taxes in Kasimbar Palapi Village, Kasimbar District, Parigi Moutong Regency can be said to be quite good. by looking at several factors that affect participation, among others, communication that has been established positively, positive attitude changes, the awareness they have is still lacking, the enthusiasm given by the community is not great so it can be said to be less positive, and the sense of responsibility that arises within all parties is still lacking, with these five points not being fulfilled we can see that the payment of land and building tax in Kasimbar Palapi Village is still relatively lacking

Abstract

This study aims to determine the Implementation of policies to prevent the eradication of drugabuse and illicit trafficking in the Palu City National Narcotics Agency. The research method usedis Descriptive Qualitative, namely providing an overview of the phenomenon or focus of theproblem being researched which occurred at the research location according to existing facts. Thedata collection techniques used were observation, in-depth informant interviews anddocumentation to collect the required data in the form of primary and secondary data. Meanwhile,there were 5 informants in this research, namely 4 from the Palu City National Narcotics Agency(BNN) and 1 drug user in Palu City. The theory used in this study is George C. Edward III's theorywhere there are four indicators used in the Implementation stages of the Prevention Policy forEradicating Narcotics Abuse and Illicit Trafficking in the Palu City National Narcotics Agency.The four indicators are Communication, Resources, Disposition and Bureaucratic Structure.Based on the results of the study, it shows that the Implementation of the policy for preventing theeradication of drug abuse and illicit trafficking in the Palu City National Narcotics Agency hasgone well on several indicators, namely Communication, Disposition and Bureaucratic Structure.Meanwhile, the Resource indicator has not gone well. This can be seen from the insufficient staffat the Palu City National Narcotics Agency (BNN), as well as the inadequate facilities andinfrastructure at the Palu City National Narcotics Agency (BNN) office. All forms of theseproblems need repair and overhaul so that they run well in the future.

Abstract

This study aims to determine the Innovation of Tax Services through National Digital Samsat in the Regional Revenue Technical Implementation Unit of Region I Palu. The research method used is Descriptive Qualitative, which provides an overview of the phenomenon or focus of the problem being studied that occurs at the research location according to existing facts. The data collection techniques used are observation, in-depth informant interviews and documentation to collect the data needed in the form of primary data and secondary data. While the informants in this study amounted to 7 people, namely 3 people from the UPT. Regional Revenue of Region I Palu, 2 people who use the National Digital Samsat application and 2 people who use manual samsat services. The theory used in this study is the theory of Everett M. Rogers where there are five indicators used in Tax Service Innovation through National Digital Samsat in the Regional Revenue Technical Implementation Unit of Region I Palu. The five indicators are: Relative Advantage, Compatibility, Complexity, Triability, Observability. Based on the results of the study, it shows that Tax Service Innovation Through National Digital Samsat has been running well on indicators of relative profit and suitability. While on the indicators of complexity, the possibility of trying, and the ease of observability have not gone well. This can be seen from the fact that there are still people who experience difficulties, namely disruptions in the system that hinder transactions and people's ability to understand a technology, not the trial phase of the National Digital Samsat (SIGNAL) application directly to taxpayers in Central Sulawesi and the socialization carried out is not optimal, because there are still many people who do not know about tax payment innovations through the SIGNAL application,and the quality of the system that is still experiencing problems when making tax payments Online. All forms of this problem need improvement so that in the future it can run well.
