This study aims to analyze the standards of tutor competency development at PKBM Tsurayya Flexischool, a Quranic-based non-formal educational institution integrating the national curriculum with Islamic values. A qualitative case study approach was employed, using in-depth interviews, observation, and document analysis. Results show that PKBM Tsurayya Flexischool applies an adaptive tutor recruitment system prioritizing PGSD or PGMI qualifications and basic Quranic ability. Competency development is conducted through biweekly evaluations led by an external supervisor specializing in Quranic studies, focusing on Abata reading, makhorijul huruf, and reading fluency. This program effectively builds a spiritual-Quranic competency foundation while continuously strengthening tutors' pedagogical, professional, personality, and social competencies. These findings indicate that PKBM Tsurayya Flexischool has developed a holistic and integrative tutor competency model, synergizing national competency standards with Islamic values as its distinctive institutional identity.
