This study examines the implementation of the Family Learning Center (PUSPAGA) program in Malang City as a form of non-formal education oriented towards community empowerment. PUSPAGA is an integrated service provided by the Social Service P3AP2KB, encompassing individual counseling, parenting education, assistance to vulnerable families, and community-based outreach through the PKK cadre network. The study used a descriptive method with a field approach through observation, semi-structured interviews, and documentation of 5 purposively selected informants, including program managers, counselors, and families receiving services. The results showed that PUSPAGA services had a significant positive impact on increasing knowledge, awareness, and practical skills of families in managing conflict and parenting patterns. Families receiving services became more open, confident, and independent in resolving problems without having to enter the legal realm. The role of PKK cadres proved crucial as a bridge between the government and the community in expanding the program's reach. However, the program still faces obstacles such as limited professional counselors, low public awareness, stigma towards counseling services, and budget constraints. Strengthening cross-sector collaboration, developing digital services, and enhancing human resource capacity are key recommendations for program sustainability.
