<![CDATA[This study aims to analyze the level of community knowledge, attitude, participation, and behavior toward waste management in the Kastela Beach tourism area, and to formulate corresponding management strategies through SWOT analysis. Data were collected from 43 respondents using a Likert-scale instrument comprising 62 statements across the following dimensions: knowledge, attitude, participation, behavior, facilities and infrastructure, institutional arrangements, and four strategic aspects (prevention, sorting/recycling, education, and sustainability). The results indicate an overall mean score of 3.77 (High category), with the highest achievement observed in the sustainability and community participation dimension (4.47) and the lowest in the facilities and infrastructure dimension (2.80). This pattern is consistent with findings in the literature on the intention–behavior gap within the Theory of Planned Behavior framework, which suggests that positive attitudes do not necessarily translate into actual behavior in the absence of adequate facilities, regulatory, and institutional support. The SWOT analysis yielded four strategy groups (SO, WO, ST, WT), which recommend strengthening facilities and infrastructure, implementing phased regulatory enforcement, developing a circular-economy-based waste bank program, and adopting biopore installation as a strategic solution within the WO and ST quadrants.]]>
