The high number of bullying cases among elementary school students shows that their moral understanding is not fully reflected in social behavior. This gap between moral knowledge and actions highlights the need for a character education approach that addresses cognitive, affective, and behavioral dimensions. This study analyzes the relationship between students' understanding of the Catur Paramitha values and their attitudes toward bullying. The study used a quantitative, correlational survey design with 140 students from SD N 2 Padangsambian, selected through total sampling. Data were collected using a validated and reliable Likert-scale questionnaire. Analysis utilized descriptive statistics and simple linear regression in SPSS. Results showed that students with a better understanding of Catur Paramitha values were more likely to reject bullying and show empathy toward victims. These findings suggest that local moral values influence not just cognition, but also social attitudes. The study concludes that systematic internalization of Catur Paramitha values can strengthen students' character and help prevent bullying. These results support Sustainable Development Goals (SDGs), especially quality education (SDG 4) and peaceful, inclusive societies (SDG 16).
