Background: Improving the Village Development Index (IDM) requires competent village officials, effective supervision, and digitalized governance. However, digitalization’s mediating role remains insufficiently understood, particularly in Serang Regency. Objective: This study examines the effects of village officials’ competence and the supervisory system on IDM, with village government digitalization as a mediating variable. Methods: A quantitative explanatory survey was conducted among 100 respondents selected through multistage sampling. Data were collected using questionnaires and document reviews and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) to assess direct and indirect effects. Results: Village officials’ competence positively affected digitalization (β=0.212; p=0.035) and IDM (β=0.262; p=0.045). The supervisory system positively affected digitalization (β=0.622; p<0.001), but its direct effect on IDM was nonsignificant (β=−0.186; p=0.241). Digitalization showed the strongest positive direct effect on IDM (β=0.686; p<0.001). Its mediating effect between officials’ competence and IDM was nonsignificant (β=0.145; p=0.060), whereas mediation between the supervisory system and IDM was significant (β=0.427; p<0.001). The model explained 64.2% of the variance in digitalization and 55.0% in IDM. Conclusion: Village government digitalization plays a strategic role in improving IDM, particularly by mediating the relationship between supervision and village development. These findings support strengthening officials’ competence, supervisory systems, and digital governance to advance village development in Serang Regency.
