Abstract

This research was conducted to find out whether the West Java provincial government has implemented the development of creative economy by looking at the form of policy and budget support in APBD and the problem. The results show, West Java Provincial Government has made regional regulations and creative economic blueprints. It is suggested to be more committed to facilitate the marketing of results, facilitate business actor access to banking, protection of intellectual property rights, and enhancement of cooperation between provinces and districts/municipalities for the sustainability of necessary raw materials.

Abstract

The purpose of this research is to discover and analyze the implementation of functional position policies of PPUPD, discover and analyze the most determinant factor that affects the success and failure of functional position policies of PPUPD, as well to discover and analyze the mitigation of this implementation policies of PPUPD in the Inspectorate of Maybrat West Papua. The theory used for this approach came from Muchlis Hamdi (2017), that explained the implementation refers to three (3) indicator policies which is; Productivity, Linearity, and Efficiency. The methods used for this approach are Qualitatives, Data collection which includes interviewing, observation, documentation and examining the datum credibilities using triangulation of resources and techniques. The informans of this approach includes Regent of Maybrat, The Head of Regional House of Representatives of Maybrat, Regional Secretary of Maybrat, Asisten III of regional Secretariat of Maybrat, The Head of Regional Development Planning Agency of Maybrat, The Head of Regional Personnel Agency of Maybrat, The Inspecture of Maybrat, Assitant Inspector I of Inspectorate Maybrat, PPUPD of Inspectorate Maybrat, Treasurer of Public Works Office of Maybrat, Head of the BPK-RI Examination Team for West Papua Representatives and Contractors. Based on the field researches, we came to conclusions that the implementation functional position of PPUPD in Maybrat Inspectorate has not been fully applied, as the development of the PPUPD potential manpower, limitations of assets, funds and technologies, inadequate budget and technology, and uncooperative OPD in participating the audits conducted by the PPUPD Inspectorate of maybrat district.  Abstrak: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Implementasi Kebijakan Jabatan Fungsional Pengawas Penyelenggaraan Urusan Pemerintahan Daerah, mengetahui dan menganalisis faktor yang paling determinan mempengaruhi keberhasilan dan ketidakberhasilan Implementasi Kebijakan Jabatan Fungsional Pengawas Penyelenggaraan Urusan Pemerintahan Daerah, serta mengetahui dan menganalisis Upaya mengatasi ketidakberhasilan Implementasi Kebijakan Jabatan Fungsional Pengawas Penyelenggaraan Urusan Pemerintahan Daerah di Inspektorat Kabupaten Maybrat Provinsi Papua Barat. Adapun teori yang dipakai sebagai pisau analisis dalam penulisan tesis ini adalah teori dari Muchlis Hamdi (2017) yang menjelaskan bahwa Implementasi dilihat pada 3 (tiga) indikator dalam pengimplementasian kebijakan yaitu Produktivitas, Linearitas dan  Efisiensi. Metode yang digunakan pendekatan kualitatif, teknik pengumpulan data adalah wawancara, observasi , dokumentasi dan menguji kredibiltas data dengan menggunakan triangulasi sumber dan teknik. Adapun informan dalam penelitian ini adalah Bupati Maybrat, Ketua DPRD Maybrat, Sekretaris Daerah Maybrat, Asisten III Setda Maybrat, Kepala Bappeda Maybrat, Kepala BKPSDM Maybrat, Inspektur Maybrat, Irban I Inspektorat Maybrat, PPUPD Inspektorat Maybrat, Bendahara Dinas PU Maybrat, Ketua Tim Pemeriksaan BPK-RI Perwakian Papua Barat, Pihak Ketiga. Berdasarkan hasil penelitian dilapangan dapat disimpulkan bahwa Implementasi Kebijakan Jabatan Fungsional PPUPD di Inspektorat Maybrat belum dilaksanakan secara maksimal dikarenakan belum dilakukan Pengembangan Potensi SDM PPUPD, Keterbatasan dalam pemanfaatan Sumber daya Aset, Dana dan  Teknologi serta OPD yang kurang kooperatif dalam mengikuti Audit oleh PPUPD Inspektorat Kabupaten Maybrat.

Abstract

Dalam rangka meningkatkan produksi sektor pertanian, diperlukan pengelolaan lahan pertanian masyarakat secara arif dan bijaksana melalui sistem perencanaan yang komprehensif. Pemerintah Kabupaten Kupang mencanangkan Gerakan Tanam Paksa dan Paksa Tanam (GTP2T). Masalah yang menjadi fokus dari penelitian ini adalah rendahnya realisasi sebagian besar target Program Taman Eden, dilihat dari data target dan realisasi Program Taman Eden. Tujuan dari penelitian ini adalah menganalisis dan mendeskripsikan proses implementasi Program Taman Eden dalam meningkatkan pemberdayaan masyarakat di Kecamatan Sulamu dan mengetahui strategi dalam mencapai keberhasilan Program Taman Eden. Metode penelitian yang digunakan dalam penelitian ini adalah Kualitatif deskriptif, Adapun teknik pengumpulan data yang digunakan yaitu, observasi, wawancara, dokumentasi sedangkan teknik analisis menggunakan SWOT dan Litmus Test guna memberikan prioritas pelaksanaan dari alternatif strategi yang dihasilkan. Hasil penelitian ini adalah Implementasi Program Taman Eden belum optimal dalam meningkatkan pemberdayaan masyarakat di Kecamatan Sulamu, hal ini tampak dari banyaknya masyarakat petani yang belum berpartisipasi dalam Program Taman Eden karena kurangnya informasi yang didapat mengenai program ini. Strategi yang dapat dilakukan untuk mengefektifkan Implementasi Program Taman Eden ini adalah pemerintah perlu jemput bola, agar informasi yang ingin diberikan akan tepat sasaran dan lebih bermanfaat, serta menjadikan Taman Eden sebagai sumber perekonomian utama yang memiliki produk unggul yang mampu bersaing di pasaran maupun BUMDes.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis collaborative governance dalam pengembangan usaha minyak kayu puti di Kabupaten Buru. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Untuk menjamin validitas data menggunakan triangulasi. Dalam penelitian ini menggunakan teori collaborative governance dari Ansell dan Gash (2007), yang pada tahap kondisi awal menggambarkan adanya ketidakseimbangan sumber daya di mana potensi sumber daya alam yang ada tidak diimbangi dengan sumber daya manusia yang kompeten dan profesional; pada aspek desain kelembagaan adapun pihak yang terlibat dan berpartisipasi adalah pemerintah daerah dalam hal ini dinas perindustrian dan perdagangan, BUMD Nusa Gelan, pihak swasta dan masyarakat penyuling di mana dinas perindustrian sebagai leading sector, BUMD Nusa Gelan sebagai fasilitator, dan anggota swasta serta masyarakat penyuling; kepemimpinan fasilitatif adalah direktur BUMD dengan melihatposisinya yang menjadi penghubung antara pihak yang berpartisipasi; proses kolaborasi pada tahap face to face dialog dilakukan dengan melakukan diskusi atau pertemuan antar pihak yang terlibat, masih ditemukan adanya ketidakpercayaan antarsesama beberapa masyarakat penyuling, komitmen dalam kolaborasi sudah berjalan cukup baik dengan para pihak yang terlibat menjalankan tugas berdasarkan peran dan kapasitas yang dimiliki, masih belum meratanya pemahaman mengenai visi misi atau tujuan dari kolaborasi ini namun tetap menjalankan tugas dan kewajiban masing-masing, hasil akhir kolaborasi sudah cukup baik namun belum optimal meskipun masih ditemui adanya hambatan-hambatan.

Abstract

This study aims to analyze gender equality in the promotion of structural positions in the Government of West Java Province. This research design uses qualitative methods with data collection techniques in the form of in-depth interviews and documentation studies. While the research analysis technique is done by data reduction, data presentation, and conclusion drawing. The results of the study concluded that gender equality in the promotion of structural positions in West Java Province had not been realized optimally because the competency, qualifications, and work behavior of female civil servants are considered lower than men. Various servants faced by female civil servants for good promotion internal factors, namely the dual role and lack of motivation of women to progress, also obstacles to external factors stemming from the family, community, and organizational culture that are not gendered responsive. In addition to competence, qualifications, and work behavior, other considerations were found for the promotion of the position of a female civil servant, namely: multiple roles, type of work and location of assignments; this made women less likely to get strategic position promotions.

Abstract

The objective of this study is to describe the influence of image and reputation on the competitiveness of a political party. This study uses a quantitative approach with explanatory survey method design, the entire community of West Java Province who has suffrage on the election is the population by taking 400 respondents for the samples, while the random multistage cluster is used as the sampling. Data analysis used in this study is descriptive and verification analyzes, while Partial Least Square (PLS) is used for the hypothesis test. The result shows that there is a significant positive influence of the independent variable of the image of a political party (X1) and variable of the reputation of a political party (X2) on the dependent variable, the competitiveness of political party (Y). We recommend that the image of a political party must be built continuously in order to build a high long-term reputation of the political party, and eventually, it will make the high competitiveness of the political party. It can be done through various programs for the community that could make public trust in political parties increase, for example, the policies made by the government altogether with the legislature must be in favor of the interests of the community. The limitation of this study is the marketing of politics. This is an earlier analysis result.

Abstract

The less percentage of women at the parliament will affects the DPR RI policies regarding women and their duties and functions as people's representatives. This research has purposes to investigated and compose a new method strategy that is useful to appliance efforts in order to achieve gender justice (Sexes) and gender equality at DPR RI. This research was conceived with a qualitative method based on positivism paradigm from 9 informants according to proposed criteria by snowball sampling technique. The data collection techniques used were literature study, interviews and observations which were analyzed using descriptive analysis and developed through the analysis of the observer's training. The research findings according to the Grindle public policy implementation model disclose that these gender mainstreaming policies enforcement at chores and roles from DPR RI is an adequate to aid the completion of gender parity and fairness in the life of society, nation and state, precisely to boost the women's function, status and capacity in the eyes of society both all aspects and levels. These enforcement of the gender-based policies in national development needs to be highlighted and expanded via official legality strategies, structural synergy strategies, cultural adaptation strategies and individual strengthening strategies.

Abstract

This study aims to determine: the condition of logistics transportation transportation, logistics activities in meeting the needs of the community and how much influence the availability of transportation has on logistics activities in Gantung District, East Belitung Regency. The method used is a mixed method (mix method), namely sequential exploratory strategy (quality-quan-quan interpretation). The results of this study that the availability of infrastructure obtained an average answer score on each item ranging on a scale between 4-5, namely the lowest on item X5 (transportation manager) = 4.16 and the highest on item X3 (vehicle as a tool) = 4.38 with a standard deviation between 0.050 – 0.82. Meanwhile, the lowest logistical activities were at item Y4 (material handling) = 3.98 and the highest was item Y3 (communication in logistics) = 4.40 with standard deviation = 0.532-0.711. The results of the hypothesis test show that there is an influence of Infrastructure on Logistics at a significance level of 0.05. The coefficient of determination (R Square) = 0.784, meaning that Logistics Activities can be explained by Infrastructure Availability = 0.784 (78.4%), the remaining 21.6% is explained by other factors not examined. The regression equation is: Y = 10.057 + 0.967 X. a = 10.057 means that if there is no adequate infrastructure then the amount of logistics fulfillment is 10.057 and b = 0.967, it means that if there is an increase in infrastructure by 1 unit, then logistics will increase by 0.967 units and vice versa.

Abstract

Tujuan dari penelitian ini adalah menganalisis, faktor pendukung dan penghambat dalam implementasi kebijakan pengelolaan sampah lingkungan strategis di Kota Bogor. Model penelitian adalah kualitatif dengan teknik analisis deskriptif. Teknik yang digunakan untuk pengumpulan data penelitian ini adalah indepth interview dan focus group discussion (FGD). Hasil dari penelitian menunjukan bahwa: 1) implementasi kebijakan pengelolaan sampah berorientasi lingkungan hidup strategis belum optimal dilihat dari a) produktivitas: capaian kelompok sasaran masih rendah; b) linearitas: proses implementasi kebijakan belum sesuai dengan spesifikasi standar; dan c) efisiensi: sumber daya belum didayagunakan secara optimal. 2) Faktor pendukung dan penghambat implementasi kebijakan dilihat dari a) substansi kebijakan: didukung adanya visi misi wali kota, namun terhambat belum adanya Peraturan Walikota sebagai peraturan teknis pelaksanaan; b) perilaku pelaksana: didukung leadership pimpinan daerah, namun terhambat kurangnya komitmen pengelola untuk menjaga kontinuitas pengelolaan sampah; c) interaksi jejaring kerja: didukung adanya kolaborasi, namun terhambat belum ada SOP pengelolaan sampah regional; d) partisipasi kelompok sasaran: didukung upaya pendekatan persuasif pemerintah, namun terhambat kurangnya kesadaran masyarakat untuk memilah sampah dari sumbernya; dan e) sumber daya: didukung adanya keterlibatan pihak di luar pemerintah, namun terhambat prosedur dan birokrasi pelaksanaan kebijakan belum responsif dan akseleratif. 3) Model Tata Kelola Pengelolaan Sampah Berorientasi Lingkungan Hidup Strategis dirumuskan peneliti sebagai model pengelolaan sampah yang ideal.

Abstract

This study aims to analyze the effect of financial support and non-financial support from the Government of Pesawaran Regency on the performance of MSMEs in Pesawaran Regency. Furthermore, this study also analyzes the proposed policy model for the Pesawaran Regency Government to improve the performance of MSMEs. This study uses mixed methods, namely a combination of quantitative and qualitative analysis. Data in the quantitative analysis in this study came from primary data obtained through the distribution of questionnaires given to MSMEs in Pesawaran Regency, Lampung Province. The results of the questionnaire will be analyzed using the Structural Equation Model method using AMOS software. While qualitative data were obtained from interviews with informants which were then analyzed using the coding method with the N-Vivo software. The results of the analysis show that financial and non-financial support have an effect on the performance of MSMEs in Pesawaran Regency, Lampung. The most influential financial support is related to giving awards and appreciation to MSMEs that excel. The most influential non-financial support is related to digital technology coaching and training in business and entrepreneurship. This study proposes 2 policy models, the first model includes MSME training, capital assistance and incentives for MSME achievements, collaboration and building and developing marketing centers for MSME products in pesawaran. The second model namely INDIRA covers MSME Integration, Digitalization and MSME Regeneration.
