This study examines the role of innovative leadership in supporting the performance of State Civil Apparatus (ASN) at the Huruna Subdistrict Office, South Nias Regency. The study employed a qualitative descriptive approach, with data collected through structured interviews, non-participant observation, and documentation. Seven informants were purposively selected, consisting of one key informant, four main informants, and two supporting community informants. Data were analyzed through data reduction, presentation, interpretation, and source triangulation. The findings indicate that the Head of Huruna Subdistrict implements innovative leadership through routine evaluations, open communication, clear task distribution, motivation, coaching, appreciation, participatory decision-making, and the use of technology in public services. The leadership style is characterized as open, communicative, participatory, motivational, and firm in maintaining discipline. ASN performance was generally fairly good in terms of work quality, service delivery, discipline, and adaptation. However, technological competence and service timeliness still require improvement. Supporting factors include ASN commitment, positive working relationships, open communication, and training opportunities. Inhibiting factors include differences in employee capabilities, work delays, coordination problems, limited facilities, unstable internet connectivity, and geographical conditions. The study concludes that innovative leadership contributes to ASN performance, although its effectiveness depends on organizational support, employee readiness, infrastructure, and contextual conditions.
