Numeracy is an important basic competency in 21st-century education. This classroom action research aimed to describe the application of Problem Based Learning (PBL) in mathematics learning on pictograms and bar charts and to improve the numeracy skills of grade 4A students at SDN Klampis Ngasem III/512 Surabaya. The research used a qualitative approach with Classroom Action Research based on the Kemmis and McTaggart cycle model consisting of planning, acting, observing, and reflecting. The research was conducted in three cycles in May 2026 with 28 students. The learning activities integrated group discussion, a class survey project, and an educational game. The average score in Cycle I was 95.78 with 27 of 28 students (96.43%) achieving the minimum mastery criterion. In Cycle II, the average was 86.67 with 20 students (71.43%) achieving mastery. In Cycle III, the average was 91.79 with 25 students (89.29%) achieving mastery. The learning design and teaching practice scores also increased across cycles. The results show an improvement in students' numeracy skills through the implementation of PBL.
