This study aims to analyze the implementation of ballast water management systems on ships and their compliance with the provisions of the International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWM Convention) and MARPOL regulations. The data analysis used a qualitative descriptive approach. Data were also collected from direct observations. The results indicate that compliance with IMO standards remains low. The main factors are officers' lack of understanding of BWE procedures, implementation that does not meet distance and depth requirements, and technical limitations such as the absence of a Ballast Water Treatment System (BWTS) and unstable ballast pump performance. These findings indicate a risk of pollution in the port area and limitations in ship operations. Visual documentation and E/R records support the inefficiency of the ballasting-deballasting process.
