This study aims to analyze the sustainability strategy of the Sustainable Food Yard Program (P2L) through the empowerment of Women Farmers Groups (KWT) in improving local food security in Serang City. As the capital city of Banten Province, Serang City during the 2020–2022 period was recorded to obtain the lowest Food Security Index (IKP) among districts/cities throughout Banten Province, although in 2023-2025 the index increased to fourth place, but this achievement has not been enough to prove that the fundamental problems have been resolved, one of which is the rampant conversion of agricultural land which triggers a lack of food affordability. The existence of P2L in Serang City makes women a central role in food security through the provision of yards to be planted with food through the empowerment of KWT which is expected to increase the resilience of households and local areas. However, the obstacle that occurs is that out of 90 KWTs spread across Serang City, 38 KWTs (42.22%) are inactive, so that P2L has not run effectively, the empowerment of KWT has been hampered, and the sustainability of the program is also under threat. This study uses a mixed methods design with a concurrent embedded model, namely qualitative and quantitative data collected simultaneously with qualitative methods as the primary approach and quantitative methods as the supporting approach (secondary). Data collection techniques were carried out using observations, interviews, questionnaires, and documentation studies. Data analysis techniques were carried out using validity, reliability tests and weighting tests or ratings using SWOT analysis through IFAS and EFAS. The results show that, positioned in Quadrant I of the Cartesian Diagram, the most suitable strategy for the internal and external conditions of KWT in Serang City is an aggressive growth strategy based on Strength–Opportunity (SO) that focuses on optimal utilization of the organization's internal strengths to respond to existing external opportunities, comprising: establishing active KWTs as pilot and replication centers, building a vegetable supply chain to the Free Nutritious Meal Program, strengthening group self-reliance, and formalizing partnerships and policy recognition. P2L programs can be encouraged to grow, expand their scope, and be developed sustainably to strengthen local food security in Serang City.
