Abstract

Bisnis pemerintah desa sebagai wujud entrepreneurial government merupakan implikasi dari diberlakukannya otonomi desa. Melalui bisnis pemerintah desa diharapkan mampu mewujudkan kemandirian desa dan meningkatkan perekonomian desa. Bisnis pemerintah desa di Desa Sukaratu dikelola oleh BUM Desa. BUM Desa Sukaratu merupakan salah satu BUM Desa yang dianggap cukup berkembang dalam mengembangkan bisnis pemerintah desa. Namun dalam pelaksanaannya BUM Desa Sukaratu belum mampu memberikan kontribusi bagi PADes. Penelitian ini bertujuan untuk mengetahui implementasi bisnis pemerintah desa melalui BUM Desa. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan teknik analisis data interaktif. Hasil penelitian menunjukkan bahwa kesiapan BUM Desa, kinerja komunikasi stakeholder, kapasitas dan komitmen bisnis, sosialisasi serta partisipasi masyarakat dalam forum penting BUM Desa merupakan faktor-faktor yang mampu mempengaruhi keberhasilan implementasi bisnis pemerintah desa melalui BUM Desa.Kata kunci: Bisnis Pemerintah Desa, Implementasi Kebijakan, BUM Desa

Abstract

Synergy between government actors is needed in handling Covid-19. The synergy must reach street level bureaucracy government. This frontline government has an important role in handling Covid-19 both of health and economy sectors. But in its implementation, the case Covid-19 in Serang city continues to increase, adherence to health protocol implementation is still low and there are obstacles in the distribution of economic assistance to the community. These problems can be overcome with good synergy, especially the synergy between levels of the street bureaucracy. The purpose of this study was to determine the synergy between street level bureaucracy actors in handling Covid-19 in Serang City from the aspects of communication, coordination and interaction. The results showed that the synergy between street bureaucracy actors in handling Covid-19 was influenced by the pattern of central and regional government policies, clarity and understanding of roles between actors, conditions of the Covid-19 case in an area and the capacity and local leadership of the street level bureaucracy.

Abstract

Regulation of Kemendes PDTT No. 16/2018 concerning Allocation of Village Funds (Alokasi Dana Desa/ADD) declare that one of the Village Funds priorities is to improve health services in village. The Healthy Village House (RDS) is a community centre whose role is to encourage health literacy in the village as well as to advocate for development policies in the village to be more focused on efforts to improve the health status of the community in the village. The establishment and development of RDS is facilitated by Kemendes PDTT as an effort to prevent stunting. The prevalence of stunting under five in Indonesia in 2019 reached 27.7 percent, still far from WHO target of 20 percent, and in Banten Province itself it reached 24.1 percent (Source: Study of Nutritious Toddler of the Ministry of Health, 2019). Stunting ins chronic nutritional problem who are characterized by a shorter height than the average age of children, children become susceptible to disease and when they are adults are at risk of degenerative disease. The stunting reduction acceleration program is one of the government’s priority program in the health sector and targeted 14 percent in 2024. The Healthy Village House (RDS) is a joint secretariat in the village, functioning as a transmitter of health information, that a person, family or community is able to help themselves (independently) in the health sector and play an active role in health development in the village, in this case including the stunting prevention convergence policy. Convergence policy is interpreted as an intervention approach carried out in a coordinated, integrated and jointly targeted manner in geographic areas and priority households to prevent stunting. Stunting prevention policies is a challenge during COVID-19 pandemic due to rising unemployment and poverty rate. Sindangsari Village has established the Healthy Village House (RDS) using allocation of village funds (ADD) and providing nutritional food assistance for stunting toddlers. This study aims to analyze the implementation of the stunting prevention convergence policy at the village level through the Healthy Village House (RDS) in Sindangsari Village, Pabuaran District of Serang Regency. Keywords: Convergence, Healthy Village House, Policy, Stunting

Abstract

Public service innovation is a form of public service effort to respond and be more adaptive to the needs of the community. Technology-based public service innovation is applied to create efficiency and effectiveness in public services. The Lebak Regency Government provides innovative online-based licensing services through SIMPONIE which is managed by the Investment Office and One-Stop Integrated Services of Lebak Regency. This study aims to determine the innovation of online-based public services through SIMPONIE in Lebak Regency. The research method used in this study is a causative research method. The results showed that public service innovation through SIMPONIE in Lebak Regency has been running well. This is characterized by the ease of service felt by users, adaptation to the use of SIMPONIE supported by good officer skills and responses, continuous socialization, simple procedures, evaluation from the community for improvement, increased retribution although still fluctuating and the way SIMPONIE works is transparent and can always be monitored. The effectiveness of public service innovation in the field of licensing can be created if there is effective socialization, readiness of service provider apparatus resources, adequate facilities and infrastructure and aspects of supervision through community participation as an evaluation function. Abstract

The turtle conservation area management policy is the basis for efforts to protect turtle populations that are threatened with extinction. Turtle as a protected animal, its population is important to be protected from extinction. The turtle conservation program has an important role in the management of turtle conservation as a means of achieving turtle sustainability and supporting community life. Through this policy on the management of the turtle conservation area, the Provincial Government and its working staff carry out conservation activities at Pangumbahan Beach, which is the locus of the research. The purpose of this study was to determine how the management of the conservation area in Pangumbahan Beach. Researchers used qualitative methods. The selection of research informants used purposive sampling and snowball techniques. This study uses the theory proposed by Van Metter and Van Horn consisting of 6 aspects, namely: Policy Objectives and Measures, Resources, Characteristics of Implementing Agents, Attitudes and Tendencies (dispositions) of implementing implementors, Communication between implementers, Economic, Social and Political Environment. The results of this study indicate that the Management of the Turtle Conservation Area on Pangumbahan Beach still has problems with the activities of the surrounding community such as fishermen who reflect light at night because it affects the landing of turtles who want to land on the coast to lay their eggs.

Abstract

Policy evaluation is an effort to provide an assessment of policy results to become input and recommendations for policymakers. The Covid-19 pandemic has brought about significant changes in the implementation of policies, especially health service policies. Health care policies need to adapt to pandemic conditions and social restrictions. Puskesmas as a street-level bureaucracy play an important role to carry out health services optimally. The Cipocok Jaya Health Center as the locus of this research experienced a decline in the quality of health services based on the community satisfaction index during the Covid-19 pandemic. The purpose of this study was to evaluate health services at the Cipocok Jaya Public Health Center as a street-level bureaucracy. The method used in this research is the qualitative method. The results showed that the health services provided by the Cipocok Jaya Health Center had not been running effectively due to the unpreparedness of human resources at the Puskesmas to adapt to the service model following the pandemic conditions. Other factors are the inadequate budget, facilities and infrastructure and the number of health workers as well as public awareness and readiness in adapting to services during the Covid-19 pandemic.

Abstract

Accountability is the obligation to provide accountability or answer and explain the performance and actions of a person/legal entity/leader of an organization to a party that has the right or authority to request such information or accountability. In the implementation of public services in Banten Province there are still many acts of maladministration, this can be seen from the reports of complaints submitted to the Ombudsman Representative of Banten. However, in practice the Banten Representative Ombudsman still encountered obstacles, namely the unresolved report on alleged maladministration for 2022, and the lack of human resources in the Banten Representative Ombudsman so that the Ombudsman was not optimal in handling reports. The purpose of this research is to find out and analyze the Accountability of the Ombudsman Institute of the Republic of Indonesia Banten Representative in Handling Maladministration Reports. The method used in this study is qualitative with a purposive selection of informants. The theory used is accountability dimensions according to Koppell, namely: transparency, liability, controlability, responsibility, and responsiveness. Data collection techniques by observing, interviewing and documentation. Testing the validity of the data using triangulation and member checks. The results of this study are that the Ombudsman of the Republic of Indonesia Representative of Banten in handling reports of maladministration is not optimal. This is indicated by the lack of access to information provided by the Ombudsman Representative of Banten in viewing the results of their performance, as well as the lack of human resources in the process of resolving maladministration reports.

Abstract

Fulfilling children's rights is a focus for children with disabilities and special needs, who often receive negative stigma and unfair treatment from the social and educational environment. This happens without exception in rural areas. It is necessary to provide assistance to inclusive schools and door-to-door assistance directly to the community. The community service activity entitled Creating a disability-friendly village and children with special needs through inclusive classroom assistance and door-to-door assistance in Muncung Village aims to fulfill the rights of children, especially those with disabilities and special needs. The method used is through mentoring and socialization. The targets of this activity are children with disabilities and special needs, parents, and teachers at school. The result of this activity is that children with disabilities and children with special needs show good development after receiving assistance both at school and at home through a door-to-door system. Teachers also get knowledge and input regarding modifications to learning methods that are adapted to children's conditions. Parents get consultation space and knowledge for handling children with disabilities and special needs.

Abstract

Stunting is a nutritional problem that can interfere with the growth and development of children. Stunting cases are still occurring in Indonesia, including in Banjarsari District, Lebak Regency. One of the factors that causes stunting is the lack of public knowledge about nutritional fulfilment. In addition, not all villages have also implemented the Stunting Kitchen Program (DASHAT), which can be a community-based stunting prevention measure. Thus, education through counseling related to a balanced nutrition meal through the DASHAT program is important to prevent stunting. The purpose of this community service activity is to increase education on planning a balanced nutrition meal to prevent stunting in Leuwiipuh Village, because this village does not have stunting cases in Banjarsari District. Education was carried out to further strengthen efforts to prevent stunting as well as educate the public about the public about the importance of the formation of DASHAT. The result of this community service activity is that before education and material delivery, the knowledge of the target of the activity was still low, especially regarding local food sources, nutritional adequacy, food processing, and food safety aspects. After this educational activity, the knowledge of the target of the activity has increased to optimize the planning of healthy nutrition meal to prevent stunting.
